Synopsis (short abstract) Latin America and the Caribbean managed to reduce the number of undernourished by 20 million compared to the year 2000. However, 2018 marks the fourth consecutive year in which hunger shows a continuous increases. Moderate or severe food insecurity in Latin America increased considerably. This increase caused more than 32 million people to join the almost 155 million who lived in food insecurity in the Region in 2014-2016. The Region has shown significant progress in reducing child malnutrition and it is significantly distant and below the global prevalence of malnutrition in girls and boys. However, malnutrition due to excessive weight in the Region is one of the highest in the world and it continues to increase. This year, the Regional Overview of Food Security and Nutrition in Latin America and the Caribbean focuses on food environments and describes some of the main policies that the countries of Latin America and the Caribbean are developing to face the different forms of malnutrition.

The goals of the 2030 Agenda for Sustainable Development that are related to food security and nutrition will not be achieved as long as, in some territories in Latin America and the Caribbean, populations continue to live with malnutrition rates. Economic opportunities in these areas are often limited, public services are scant, and exposure to severe climate events is high. The public policies promoted in the region have had less impact in these historically lagging territories, and there is a pressing need to produce a new agenda of public instruments that address the characteristics of the communities that inhabit them. The full and sustainable development of the territories that are falling behind is not only an obligation in terms of the realization of the rights of their inhabitants; it would also allow these territories to activate their social, economic, environmental and cultural potential, to the benefit of all societies. It is hoped that the 2020 Regional Overview will help to highlight the challenges experienced by the territories with the worst indicators in terms of food and nutrition, and that it will serve to mobilize political commitment and public attention towards those areas that are most highly lagging The year 2020 will be remembered for many decades as the year of the COVID-19 pandemic. The indicators of the 2030 Agenda that are used in this publication do not yet show the different impacts of COVID-19. However, there are references to the possible implications of the pandemic for the future.

Latin America and the Caribbean have seen a decline in hunger and food insecurity for two years, driven by social protection programs and post-COVID recovery. However, disparities persist, especially among women, rural populations, and vulnerable groups. The region is unlikely to meet most nutrition targets, and healthy diets remain expensive. Climate variability is increasing in the region, affecting food security across availability, access, utilization, and stability. This climate impact reduces agricultural productivity, disrupts food supply chains, and raises food prices. Vulnerable populations are most affected, with changing diets further exacerbating the situation. Climate change is worsening food security and the causes of malnutrition.

Hunger and malnutrition persist as challenges in Latin America and the Caribbean. There are different proposals for policies and interventions to address these problems jointly as a region and for each country. However, the proposals for policies and interventions do not include how to finance the actions needed to eliminate hunger and combat malnutrition. This document presents a first approach to the issue of the financing needed for the eradication of hunger, food insecurity and malnutrition in all its forms in Latin America and the Caribbean.
