Synopsis (short abstract) This report presents the results of the final evaluation of the project “Technical Assistance to Support the Establishment of a National Animal Identification, Registration and Traceability System (NAITS) in Georgia” implemented from 1 December 2016 to 31 December 2021. The evaluation was conducted from September to December 2021 and aimed to guide future actions and serve as an input to improve the implementation of the follow-up project “Enhancing Food Safety and the Competitiveness of the Livestock Sector through the Improvement of the National Animal Identification, Registration and Traceability System (NAITS-II).” This evaluation presents strategic recommendations and lessons to maximize the institutionalization and appropriation of the project’s results by stakeholders and disseminate information to authorities that could benefit from it.

    The project supported the development and rollout of a NAITS based on open source frameworks (to avoid present and future licensing costs), using modern digital technologies to minimize costs and provide the utmost flexibility, in compliance with the IT strategy of the MEPA. In parallel, the project deployed equipment for the intended users of the software and developed their capacities. As a result of project activities, the MEPA and NFA have the capacity to identify, register and track livestock animal health prevention and response measures. This was achieved through the design and development of electronic individual animal identification, registration and traceability software, which was tested through a number of pilots. A wide range of capacity development activities were undertaken, including training of slaughterhouse and NFA field veterinarians. In addition, the project successfully engaged in cooperation and exchange of knowledge and experiences with other countries in the region, in particular Armenia and Azerbaijan.

    The project started with a narrow focus on Ebola in Africa, expanding in scope during its implementation (2015–2023) by including more countries and addressing other diseases as well. This led to a budget increase from USD 49 million in 2015 to USD 189 million in 2023. A follow-up initiative, the Global Health Security Programme (GHSP) has already been approved with a budget of USD 250 million. Based on a shared vision between USAID and FAO, these efforts represent one of the most important areas of work within FAO’s One Health approach.
