Synopsis (short abstract) ‘Seed Enterprise Enhancement and Development” GCP/SIL/032/GER was a three year project (initial EOD – NTE Jan 2009 – Jan 2012; extended to December 2012) with a budget of USD 2.2 million. The project followed the Evaluation of GCP/SIL/023/GER the “Development of a Sustainable Seed Programme in Sierra Leone”4. This evaluation concluded that there was improved coordination in the seed sector, an increased capacity for seed production, and production and dissemination of seed. However, after many y ears of external assistance from the Government of Germany and in line with the commercialization strategy of the Ministry of Agriculture, Forestry and Food Security (MAFFS) there was an urgent need for the transformation of the Seed Multiplication Unit (SMU)5 in a business entity to make it more market and profit oriented and to change its corporate structure through a suitable privatization arrangement such as a public-private-partnership seed enterprise.

In Sierra Leone, the agriculture sector plays a very significant role in the lives of the population of the country providing about 47 percent of the country’s GDP and employment for about 60 percent of the population. In the agricultural production cycle, seed is one of the most important inputs. Though seeds play a critical role in the improvement of crop productivity, the use of quality seeds is still very low in Sierra Leone. This present study of seed sector landscape analysis in Sierra Leone was to identify key bottlenecks to the development of the seed system and to develop and design relevant intervention areas to support the development of the sector in the country.

This report is the final evaluation of the Food and Agriculture Organization of the United Nation’s (FAO’s) Global Programme for “Supporting Implementation of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests” (PGM/MUL/2012-2016/VG), also referred to as the VGGT Programme. The VGGT1 provide countries with a framework for best practices in tenure-related policies, laws, regulations, strategies and practices. The VGGT were endorsed in May 2012 during the 38th (special) session of the Committee on Food Security, following a large-scale consultation process. This evaluation was conducted between October 2016 and July 2017. For the collection of primary data, the evaluation focused on the following VGGT countries, selected in consultation with the programme management team: Mongolia, Myanmar, Senegal, Sierra Leone and Uganda. One-week missions were conducted in each country.
