    The Unemployment Insurance for Small-scale Fishers programme, or “Seguro-Defeso”, is related to one of the fisheries management measures in Brazil, namely the closed fishing season or “Defeso”, which seeks to ensure the conservation of exploited stocks and the sustainability of fishing by restricting the permitted fishing period for certain species. The Seguro-Defeso is intended for small-scale fishers who are impacted by the closed season. It amounts to a minimum wage that is paid as financial compensation during the months of the closed fishing season. For the first time since the benefit was introduced 30 years ago, a study conducted by the Food and Agriculture Organization of the United Nations (FAO), in partnership with the International Policy Centre for Inclusive Growth (IPC-IG), evaluated the socioeconomic impacts of this social protection programme on small-scale fishers and their families.

    Article 10 of the Code of Conduct for Responsible Fisheries (CCRF) sets out principles and standards for the integration of fisheries in coastal management. Article 10.2.4 of the CCRF states: “States, in accordance with their capacities, should establish or promote the establishment of systems to monitor the coastal environment as part of the coastal management process using physical, chemical, biological, economic and social parameters. “The guidelines presented in Part 1 of this Fisheries Technical Paper attempt to identify empirically verifiable key indicators for the identification of socio-economic and demographic issues, problems and opportunities in coastal and aquatic resources management and for monitoring the impact of management measures on the socio-economic well-being of coastal and fishing communities. The guidelines also identify data sources and methods for the collection of data. Part 2 contains a summary of the proceedings and recommendations of the Regional Workshop on the Use of Demographic Data in Fisheries and Coastal Development and Management in the Philippines and other Southeast and South Asian Countries held at the University of the Philippines in the Visayas, Miag-ao, Iloilo, Philippines from 18 to 21 March 2002, as well as selected papers from the workshop. In Part 3, two case studies, one from the United States of America and the other from Italy, describe how socio-economic and demographic indicators are actually used in coastal and aquatic resources management.

    The Expert Consultation on Small-Scale Fisheries Management in Sub-Saharan Africa was held in the FAO Regional Office for Africa, Accra, Ghana, from 12 to 14 December 2001. It was attended by 11 experts from nine sub-Saharan countries. Mr Thomas Maembe, Director of Fisheries, United Republic of Tanzania, was elected Chairperson of the Consultation. The Consultation made a thorough review of management approaches employed in the small-scale fisheries in the region and found that Government i nstitutional arrangements/ management was prevalent compared to traditional and co-management systems. However, most countries operate all three in various combinations and in varying circumstances. In view of the analysis of the experiences with regard to procedure, achievements, constraints and lessons learnt, co-management emerged as a viable option for the present, and should be pursued into the future. The Consultation recommended, inter alia, that FAO assist in formulating guidelines for the development and introduction of co-management. The guidelines should include appropriate indicators through which to measure progress of co-management at national and regional level.
