Book (series)GuidelineIntegration of Fisheries into coastal area management. 1996Marine fisheries, as well as fisheries in large lakes, depend on the coastal area in a variety of ways. Most capture fisheries are based on coastal stocks; others exploit offshore stocks which spend part of their lives in inshore waters, e.g., in a nursery or feeding area. Fish stocks also rely on primary productivity in the coastal area as an important part of the food chain. Coastal aquaculture is also heavily dependent on the coastal area for space and resources. This dependency of the marine fisheries sector on the coastal area makes it particularly susceptible to activities which result in coastal environmental change which may have major impacts on the sector. At the same time, the fisheries sector can affect other coastal activities, e.g., through competition for space. The need is apparent, therefore, to consider the development and management of the fisheries sector within the context of coastal area management and development planning, i.e., in the context of the protection and management of the resources, the environment and the activities of the coastal area. These Guidelines are provided as explanatory material to Article 10 in the Code of Conduct for Responsible Fisheries. Article 10 concerns the Integration of Fisheries into Coastal Management in order to assist in achieving the rational use of scarce coastal resources. In particular, they address the issue of how the fisheries sector can be integrated into coastal management plann ing so that interactions between the fisheries sector and other sectors can be taken into account in the establishment of management policy and practice with regard to coastal resources. The Guidelines are addressed to all who are interested in improving the use of fisheries resources in the coastal area. The Code sets out actions which are required at the level of national government or of the authorities responsible for fisheries. However, resource users have a role to play in the planning process, not least in making clear the different valuations placed upon the resource. Integrated coastal management (ICM) usually refer to the process of resources management in the interface between the sea and the land, but the principles of integrated management also apply to the water/land interface of large inland water bodies. The fisheries sector is taken, in the Code and these Guidelines, to refer to both capture fisheries and aquaculture, unless one or other sector is specifically mentioned. These Guidelines contain the Provisions of Article 10 of the Code of Conduct, in bold, followed by the related explanations and considerations.

No results found.This report identifies governmental actions that can lead to effective management of coastal resources and strenghtening the national capacity for effective coastal resources management through Integrated Coastal Zone Management (ICZM). This is a system for controlling development and other human activities that effect the condition of economic resources and the quality of environment in coastal zones. The overall objective of ICZM is to provide for sustainable use of coastal nat ural resources and for maintenance of biodiversity. Environmentally planned development is reputed to add to economic and social prosperity of a coastal community in the long term. The orientation of the report is toward developing countries, particularly those of the coastal tropics. Fisheries productivity,increased tourism revenus,sustained mangrove forestry, and security from natrual hazard devastation are among the practical benefits of ICZM. ICZM incorporates modern prin ciples of planning and resources management, intensive information bases an interdisciplinary processes. A major objective is to facilitate the interactions of different coastal economic sectors (e.g.,shipping, agriculturte,fisheries) toward potimal socio-econopmic outcomes,including resolution of conflicts between sectors. ICZM may be initiated in response to a planning mandate but more often because of a crisis - a use conflict, a severe decline in a resource, or a devasting ex perience with natural hazards. -

No results found.For much of the world's tropical population, coral reefs are synonymous with reef fish and edible marine invertebrates. Reef-related fisheries are important to small-scale fisherfolk, as a source of both protein and livelihood security for local coastal communities. In all of Asia, coral reef resources play a role in the food and livelihood security of coastal communities. Perhaps nowhere in Asia in this role more important than in the Maldives. As a student working group in the Workshop put it, "The whole livelihood of the Maldivians depends on the reef resources." The Republic of Maldives initiated IRRM to improve the management of its reef resources. IRRM is supported by BOBP and combines scientific and fisherfolk knowledge with the expertise and input of all Ministries with jurisdiction in areas impacting reef resources. Issue areas for management under IRRM include (1) Reef fishery (2) Bait fishery for the tuna pole and line fishery (3) Coral mining (4) Tourism and fishery i nteractions and (5) Legal and institutional aspects of IRRM. The IRRM Workshop was convened to share scientific and socio-economic information on the five issue areas and to obtain a common understanding and agreement among the many government agencies, public interest groups and the private sector on the objectives and vision of the IRRN Programme. Participants examined the five issue areas and arrived at a consensus on recommendations to address each issue area. The Report and Proceedings c ontain the recommendations and the papers presented at the Workshop.
