While only too well aware of the complexity and variety of contexts in developing countries, the authors of this guide describe the principal activities of food supply and distribution systems (FSDSs) and suggest planning criteria for managing the physical and spatial dimensions of the city in order to improve the quantity, quality, variety and safety of food, and to help low-income urban populations to access it.

Escalating urban poverty levels in many developing countries and countries in transition have exacerbated the alarming status of food availability and accessibility. Poor urban consumers often reside in the most remote, deprived areas which tend to be eglected by local authorities. Their food security requires specific attention. The challenge is to improve food supply and distribution systems efficiency and dynamism. This should be achieved through effective, concerted and sustainable intervent ions. This guide is aimed at administrators, technicians and researchers concerned with the urban food security. It proposes an interdisciplinary approach to the analysis of complex food supply and distribution systems for the identification of their present and expected constraints to select sustainable solutions. It reviews the preparation of a case study and ends with a framework for formulating urban food supply and distribution policies, strategies and programmes. This guide discusses some methodological approaches to be followed in the case study, contains general terms of reference to be adapted to local conditions and helps identify the necessary human, logistic and financial resources as well as prepare an activity programme.

Feeding cities plus the rising total of poor urban households in developing countries and countries in transition is the challenge facing City and Local Authorities. This guide intends to brief the Mayors, City Executives and Urban Planners, including specialists in food production, market development, public health, environment, forestry and agroforestry, on the compelling need for food supply and distribution policies and programmes. These would lower the cost of accessing food by low-income h ouseholds in their cities and stimulate private investment. It reviews the role of City and Local Authorities in food supply and distribution at regional, metropolitan, urban and local level along with the key steps for the formulation, implementation and monitoring of required interventions. This guide stresses the necessity for a proper understanding of local conditions, an interdisciplinary, intersectoral and participatory approach to finding sustainable solutions, a forecast of urban food se curity and collaboration between institutions and organizations. The direct involvement of the private sector is essential for sustainable planning decisions.
