Synopsis (short abstract) This publication contains the proceedings of the FAO Global Conference on Sustainable Livestock Transformation, which took place at FAO headquarters in Rome on 25-27 September 2023. The objective of the conference was to provide a neutral forum for FAO Members, producers, scientists, development agencies, policymakers, civil society and the private sector to engage in dialogue on innovations and pathways to efficiently produce more nutritious, safe and accessible animal sourced foods with a reduced environmental footprint and to contribute to vibrant local and diversified livestock systems that are more resilient to shocks and disruptions. The proceedings provide a record of the main highlights of the conference, including the opening plenary session where there were addresses by the FAO Director-General, two keynote speakers and nine participants in two high-level ministerial panels; four plenary sessions dedicated respectively to the themes of better production, better nutrition, better environment and better life, with summaries of presentations and facilitated discussions; and a final plenary session including statements from 12 participants in two high-level ministerial segments. The proceedings also include one chapter each dedicated to the Global Youth Dialogue on Sustainable Livestock Transformation; the reports of five side events and an FAO launch event which took place during the conference; and a summary of 12 success stories of sustainable livestock transformation that were showcased in an exhibition held during the conference.

The amount of climate finance flowing to agrifood systems is strikingly low and continues to diminish vis-à-vis global climate finance flows. Agriculture is one of the sectors with the highest adaptation finance needs for implementing the nationally determined contributions (NDCs) but climate finance for adaptation is also on a downward trend. The diminishing trends of both agrifood and adaptation investments is a cause for alarm and a missed opportunity. This publication addresses the persistent knowledge gap related to climate finance to agrifood systems, providing data and information to support countries making informed decisions towards agrifood systems transformation. The analysis brings to light the evolution of climate finance in agrifood systems over the past two decades, showcasing unique sectorial analysis of climate finance allocations for adaptation and mitigation, delving into the diversity of actors involved, from bilateral and multilateral agencies to the private sector, highlighting the critical need for partnerships that transcend boundaries.

This technical brief is a special update of the recent Food and Agriculture Organization of the United Nations (FAO) analysis “Climate-related development finance to agrifood systems – global and regional trends” and includes newly released data for 2022. Climate finance is a fundamental element of the global development agenda and has been increasingly considered in international fora such as the United Nations Framework Convention on Climate Change (UNFCCC) and the G20 Agenda. The update aims to inform participants of the UNFCCC 29th Conference of the Parties (COP 29), as well as UN agencies, international finance institutions, national governments of both donor and recipient countries, governmental and non-governmental stakeholders, and a wider group of partners interested in climate-related development finance. The document was prepared as part of the work plan of the Food and Agriculture for Sustainable Transformation (FAST) Partnership.

As the global demand for proteins and specific nutrients grows, many people are looking into opportunities to expand the scope of diverse and sustainable sources of such nutrients. Food safety is one of the prominent key issues to ascertain before such products go into the market, and various competent authorities are working to identify and address potential food safety issues and their implications. After the first stakeholder meeting on cell-based food organized by the Food and Agriculture Organization of the United Nations (FAO) in collaboration with the Government of Israel, many experts suggested that FAO maintain such dialogues to regularly update the knowledge of this fast-improving technology. This led to the stakeholder meeting organized by FAO jointly with the Government of China in November 2023, which considered precision fermentation besides cell-based food. The present report summarized the results of the meeting attended by a total of 55 participants in Shanghai, China on 6 November 2023. The meeting provided a snapshot of the state of development of these particular technologies and the industry in 2023. As an increasing number of countries are reviewing the regulatory applications, valid examples of how to assess product safety have become available. All participants recognized that open discussions between stakeholders and regulators are key when it comes to clarifying important aspects of food safety, and that supporting the relevant scientific innovations is vital for achieving the overall food security goals and sustainable food production for the future.
