Synopsis (short abstract) The fisheries census presented in this paper is part of a project for integrated development of marine fishing villages in the four coastal districts of Orissa. In the course of the project an extension service for traditional marine fisherfolk was established by the Department of Fisheries, Orissa; and training was provided to the extension officers in the areas of fishing technology, credit and finance, extension techniques and community development by the small-scale fisheries project of the Bay of Bengal Programme. In conjunction with the training for extension officers, active extension work was also undertaken with BOBP support. This related to: (a) making institutional finance available for traditional fisherfolk; (b) establishing non-formal primary schools; (c) introducing and trying out motorized beachlanding craft and (d) introducing improved types of fishing gear. To meet the information requirements of the extension service, a few surveys were conducted. These include d a qualitative analysis of Orissa’s traditional fishing technology; a socio-cultural study of the major ethnic groups and castes forming the marine fisherfolk; a study of the economics of commonly used fishing methods; and last, but not the least, a fisheries census, which is presented in this paper. Actual data collection and compilation at the village level were carried out for these studies by the officers of the Marine Fisheries Extension Service of Orissa. In compiling and interpreting the data, valuable advice was provided by Mr. P. Mohapatra, Additional Director of Fisheries; Mr. B. B. Mohapatra and Mr. R. K. Singh, Deputy Directors; and Mr. B. C. Patnaik, Superintendent of Fisheries Statistics. It is hoped that the census methodology developed for this paper might be useful for other extension services in the Bay of Bengal region.

    In August and September 1980, a survey was carried out in the Balasore, Cuttack, Pun and Ganjam districts of Orissa, to obtain information on the type of traditional fishing craft and gear, their methods of operation, cost, and possibilities for improvement and introduction of new prototypes and innovations. All the important villages engaged in marine fisheries were visited. This working paper presents the results of the survey. A brief summary of the types of fishing craft and gear is fol lowed by detailed data on materials and construction of craft and gear. The document may serve as a guide for specific extension work among small-scale fishermen and also provide a basis for experiments to improve fishing craft and gear. The survey and this paper are an activity of the Project for Small-Scale Fisheries Developmentof the Bay of Bengal Programme. The project is funded by the Swedish International Development Authority (SIDA) and executed by the Food and Agriculture Organizati on of the United Nations (FAQ). The main goal of the project is to develop, demonstrate and promote technologies and methodologies to improve the conditions of small-scale fisherfolk in five countries that border the Bay of Bengal — Bangladesh, India, Malaysia Sri Lanka and Thailand.

    Fishing Trials With High-Opening Bottom Trawls From Chandipur, Orissa, India - BOBP/WP/48 1986

    This paper reports on the findings of fishing trials with one-boat bottom trawls conducted from Chandipur, in Balasore district, Orissa, in 1984/85. Detailed specifications and designs of some of the trawls are given. Trials during 65 fishing days clearly demonstrated the superiority of the high opening bottom trawls over the conventional bottom shrimp trawl. The trials were conducted along commercial lines employing private trawlers. The cooperating agency in Orissa was the Directorate of Fisheries. The Orissa fishing trials were part of a wider project organized jointly by the small-scale fisheries project of the Bay of Bengal Programme (BOBP) and the Government of India for developing and introducing high-opening bottom trawling for food fish and shrimp. Two earlier working papers (BOB P/WP/10 and BOBP/WP/20) document trials conducted in Tamil Nadu, while one other paper (BOBP/WP/21) suggests improvements to the deck machinery and layout of small coastal trawlers.
