National Agricultural Innovation System Assessment in Eritrea

Consolidated report












  • identify critical gaps, needs, opportunities, and good practices to formulate workable recommendations aiming at strengthening and making AIS more effective; and
  • develop an understanding of AIS and how it functions and supports climate-relevant transformation of agriculture and food systems.
This report presents the main findings of the AIS assessment in Eritrea. The study identified major bottlenecks and entry points for strengthening AIS as well as inform policy and decision makers on AIS performance and made recommendations for its improvement.

    During the last quarter of 2020, Regional Agricultural Research and Extension Organisations (RREO) in Africa, Asia, and Latin America jointly carried out rapid appraisals to map the innovation environment and identify and document initiatives aimed at strengthening Agricultural Innovation Systems (AIS). The focus was on functional capacity development with a view to exploring ways in which RREO can support the development of these capacities and integrate them with technical capacities. A combination of literature reviews, case studies, and stakeholder surveys was used to gather information. The results were documented in three separate reports which are available from the RREO. In the present document, key findings from the regional reports are presented and discussed in this report.

    This case study was conducted to provide a good understanding of the challenges and opportunities related to Egypt’s agricultural research and organizational development to draw lessons and develop supporting guidelines. This study aimed to enhance efforts exerted by Egypt’s NARS in the field of developmental research by formulating an integrated and coherent approach for research and dissemination of proven technologies and practices. Such approaches are expected to address key bottlenecks and provide the needed direction and means for sustainable improved implementation of AR4D. This can ultimately lead to enhancing and empowering the capacity of Egypt’s NARS to better inform and influence policies and facilitate institutional changes required in the agricultural sector. As part of the efforts of the Food and Agriculture Organization of the United Nations (FAO) to support and strengthen NARS’ research impact and their links to extension service systems, the present assessment was carried out to establish a deeper insight into challenges and opportunities that are facing NARS in Egypt.

    An assessment of seven innovation case studies in Pakistan in 2022 found that agriculture innovation systems show limited collaboration and networking, and a supply-driven rather than market driven approach to innovation. This limits the potential for scaling innovations such as the ‘Super Seeder’, a machine that sows wheat directly in the rice stubble, replacing the common practice of burning it.The study was conducted in September and October 2022 as part of the global TAP-AIS project coordinated by FAO’s Office of Innovation and funded by the European Union’s DeSIRA initiative. The seven innovation case studies were nominated by key organizations under three thematic area: digital transformation, product innovation and service innovation. A desk review, focus group discussions, key informant interviews and a self-assessment questionnaire was used to collect data. Major gaps identified included, among others: i) Innovation actors have limited organizational support and ability to initiate collaboration and engage in networking with other actors for the purposes of market formation and scaling innovation; ii) Collaboration was not pursued for all stages of innovation, that is, from innovation development to innovation scaling; and iii) A supply-driven approach tends to be used for innovation development and scaling, rather than a market-driven approach. The results of the assessment informed the next phase of the TAP-AIS project in Pakistan in 2023–2024, which includes organizational capacity development and a policy dialogue process to strengthen innovation systems for low-cost agricultural machinery for smallholders. The work contributes to the TAP-AIS project’s main objective to strengthen capacities to innovate in national agriculture innovation systems (AIS) in the context of climate-relevant, productive, and sustainable transformation of agriculture and food systems.

    Guía para el fortalecimiento de las capacidades funcionales para la innovación en la agricultura 2022

    El propósito de esta guía es contribuir al desarrollo de las capacidades funcionales entre individuos y organizaciones que apoyan la innovación en América Latina. En la guía se ha utilizado el marco común para el desarrollo de capacidades promovido por la Plataforma de Agricultura Tropical (TAP, por sus siglas en inglés), con el fin de identificar y reforzar las capacidades funcionales clave en organizaciones e individuos. De acuerdo con marco común, el fortalecimiento de las capacidades funcionales permite a los actores reflexionar y aprender, colaborar, navegar la complejidad, y participar en estrategias y procesos políticos. Además, permite enfocar en el futuro y no solamente en resolver problemas del presente.
