Synopsis (short abstract) Geographical indication (GI) schemes can play a special role in promoting sustainable rural development, improving farm income and opening new export potential. Natural factors such as soil, climate and plant varieties play a major role in producing a unique product. Usually, GIs comprise knowledge and skills passed on from generation to generation, helping to protect local heritage. This report is a synthesis of the five national reviews of the legal and institutional frameworks in Armenia, Georgia, Kyrgyzstan, the Republic of Moldova, and the Russian Federation. It has been developed on the expert level to raise awareness and to serve as guidance for further activities to be considered and developed at a technical level.

    Pests and disease seriously threaten crop production and can result in significant economic and environmental damage. In the beneficiary countries of this project, namely Armenia, Belarus, the Republic of Moldova and Ukraine, controlling newly introduced pests is especially challenging because of a lack of national pest surveillance data and outdated phytosanitary procedures. Therefore, this project aimed to improve phytosanitary control services and promote international agricultural trade. This was achieved by providing recommendations on modernizing phytosanitary legislation, enhancing pest surveillance systems and establishing effective collaboration among regulatory agencies and relevant institutions at policy-making and operational levels in the four beneficiary countries.

    This study reviews the agricultural policy environment and provides quantitative indicators for policy incentives and disincentives to agricultural producers for key commodity value chains in the eight study countries in Eastern Europe, Caucasus and Central Asia (Armenia, Azerbaijan, Belarus, Georgia, Kyrgyzstan, the Republic of Moldova, Tajikistan and Uzbekistan), utilizing the methodology aligned with the approach of the International Organizations Consortium for Measuring the Policy Environment for Agriculture (Ag-Incentives Consortium). This report describes the methodology and approach taken for these eight countries covered by this study and presents the key results and their interpretation in the policy and market contexts of the countries and the region.

    This paper was prepared within the “Cooperatives and their alternatives” component of the Agrarian Structures Initiative (ASI) which a regional program of FAO in Europe and Central Asia. This paper outlines some of the main issues influencing the development (or not) of farmer and rural organisations and presents in further detail the specific situation in Armenia, Georgia and Moldova. All three countries returned ownership of the majority of land to the rural population. This resulted in lar ge numbers of landowners managing relatively small and often dispersed land plots, but each of the three countries followed different paths to the development of agriculture and rural cooperation.
