Synopsis (short abstract) FAO is deeply concerned about the food security situation in Ukraine. The war that began on 24 February 2022 has caused extensive damage and loss of life in key population centres, spread across rural areas, and sparked massive displacement. It is clear that the war has resulted in a massive, and deteriorating, food security challenge. It has already significantly disrupted livelihoods during the agricultural growing season, through physical access constraints and damage to homes, productive assets, agricultural land, roads, and other civilian infrastructure. It is uncertain whether Ukraine will be able to harvest existing crops, plant new ones or sustain livestock production as the conflict evolves. As insecurity persists, and both local and national supply chains are disrupted, people are likely to fall deeper into emergency levels of hunger and malnutrition. Noting that the immediate food security dimension of this conflict is related to food access and not food availability, agricultural production must be allowed to resume immediately and safely to avoid further potential impact on food security in Ukraine – and beyond – in the coming days, weeks and months.

The Russian Federation and Ukraine are among the most important producers of agricultural commodities in the world. Both countries are net exporters of agricultural products, and they both play leading supply roles in global markets of foodstuffs and fertilizers, where exportable supplies are often concentrated in a handful of countries. This concentration could expose these markets to increased vulnerability to shocks and volatility. Many countries of the NENA region are heavily dependent on imported foodstuff and fertilizers from Russia and Ukraine; and thus, the current conflict puts the region at risk of shortening of food supply from Russia and Ukraine as well as raising food prices as a result of the disturbances in post-COVID-19.

The Food and Agriculture Organization of the United Nations has conducted a nation-wide rural household survey in Ukraine, targeting 5,230 rural households across the country, with the objectives of: i) collecting necessary evidence on the impact of the war on rural livelihoods to inform programming decisions and support advocacy efforts; and ii) complementing the data from consolidated and ongoing analyses, including sectoral damage and loss assessments. The analysis is part of a series of complementary assessments that aim at providing a comprehensive understanding of the impact of the war on Ukraine’s agriculture sector and identifying possible programming and policy responses.

The Russian Federation and Ukraine are major global suppliers of cereals and sunflower oil, while the Russian Federation is also a leading exporter of fertilizers and energy. Due to the devastating war in Ukraine, global prices for these commodities have reached record highs. FAO Markets and Trade Division, with the FAO Investment Centre and the European Bank for Reconstruction and Development, have published this study on the potential impact of the war in Ukraine on food security and agrifood trade in Egypt, Jordan, Lebanon, Morocco and Tunisia. Beyond a detailed analysis of how the war in Ukraine affects these countries, the report also contains a set of key policy recommendations to help governments cope with the unfolding situation and improve food security in the medium and long term. This publication is part of the Knowledge for Investment (K4I) series managed by FAO Investment Centre.
