    FAO's Environmental and Social Standards (2015) ensure that FAO projects and programmes conform to sustainability criteria and mitigate potential adverse impacts to achieve expected outcomes. A COVID-19 outbreak in countries already affected by existing shocks, including political instability, conflict and natural disasters, could further exacerbate food insecurity. FAO has therefore proposed additional guidance to prevent and mitigate COVID-19 immediate impacts and support national, regional and local mandates in areas where FAO projects and programmes are in place.

    In 2020, the corona virus spread around the globe, and its containment measures resulted in unprecedented socio-economic impacts. ASEAN region’s economy is estimated to experience a decline between 3.5 and 4.7 per cent for 2020. The restrictions to contain the virus spread, although necessary, hit many households income, particularly of the most vulnerable. Yet other disasters have continued to hit the region. Convergence of the impacts of compounded shocks from multiple hazards, can push vulnerable households into deeper or prolonged deprivation and poverty. Social protection is a core part of the efforts to mitigate the impact of COVID-19, facilitate speedy recovery and strengthen the resilience of poor and vulnerable people. Governments have been rolling out social protection at an unprecedented scale in response to COVID-19. Well established social protection systems are an important part of any adequate crisis response. The COVID-19 pandemic is changing rapidly, while having immediate as well as medium- and long-term cumulative impacts on economies. Social protection has shown its relevance and positive impact in the initial phases of the crisis. The next phases, particularly during recovery to build back better, provide an opportunity to expand the role of social protection in a transition toward equitable, green and sustainable economies, while building more risk-informed, shock responsive and resilient social protection systems in ASEAN.

    Manual for the implementation of environmental, health, and safety standards for the control of locusts

    The Environmental, Health and Safety (EHS) Standard Operation Procedures (SOP) for the control of the Desert Locust define the procedures that should be followed in a Desert Locust control campaign to minimize the impact of the use of insecticides on human health and the environment. This Manual for the implementation of SOPs for EHS has been developed to support the person responsible for the implementation of EHS at the National Locust Control Unit (NLCU). The Manual should facilitate the programming of activities to be carried out, structure the documentation of the state of implementation, and allow relatively easy monitoring of the extent to which the EHS has been achieved by the managers of the NLCU or by third parties. The Manual presents a "model approach" for the implementation of the EHS. However, this approach is flexible and should not be applied too rigorously but adapted to the national situation and the specific organization of NLCU. The objectives of the Manual are to:  clarify responsibilities for the implementation of each Standard Operation Procedure (SOP);  plan the activities to be carried out;  allow the internal monitoring of the implementation process;  ensure complete documentation of the implementation process;  facilitate the external audit; and  allow an easy adaptation to the national situation
