Synopsis (short abstract) The overall objective of this 10-year Regional Queen Conch Fishery Management and Conservation Plan is to guide the implementation of a set of identified management measures that can be applied at the regional or sub-regional level for the sustainability of queen conch populations and for the maintenance of a healthy fishery and livelihood of the people involved in the fishery. The ecosystem approach forms the basis of this Regional Queen Conch Fishery Management and Conservation Plan, enhanci ng partnerships and collaboration throughout the Wider Caribbean region to improve the long-term governance of queen conch fisheries across the Caribbean. The Regional Queen Conch Fishery Management and Conservation Plan was formulated with the following specific objectives: 1. To improve the collection and integration of scientific data needed to determine the overall queen conch population status as the basis for the application of ecosystem-based management. 2. To harmonize measures aimed a t increasing the stability of the queen conch population and to implement best-management practices for a sustainable fishery. 3. To increase coordination and collaboration toward achieving better education and outreach, monitoring and research, co-management and strengthening, optimizing and harmonizing regional governance arrangements. 4. To adopt regional management measures, which incorporate the precautionary approach

    Each year, an estimated 30 000 35 000 tonnes of queen conch ( strobus gigas ) are harvested across 36 countries and territories, with the largest producer being Nicaragua, followed by Jamaica, Bahamas and Belize. In the Caribbean region, queen conch is the principal marine species under regulation by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). This is attributable not only to its high production but also its value and socio economic significance. To better promote cooperation and coordination in the sustainable management and utilization of queen conch, several regional bodies, including the Western Central Atlantic Fishery Commission (WECAFC), Caribbean Regional Fisheries Mechanism (CRFM), Organization of Fishing and Aquaculture in Central America (OSPESCA) and Caribbean Fishery Management Council (CFMC), formed the Working Group on Queen Conch. In 2014 2015, the working group prepared the Regional Queen Conch Fisheries Management and Conservation Plan, which was later endorsed at the 16th Session of the WECAFC. However, the effective implementation of this plan necessitates adequate human, financial and technical capacities in Member States. This project was therefore designed to assist WECAFC members and working group partners in developing their capacity to better implement the queen conch management plan at the national level.

    The second meeting of the CFMC/OSPESCA/WECAFC/CRFM Working Group on Queen Conch was held in Panama City, Panama, from 18 to 20 November 2014. The meeting followed up on decisions by the sixteenth meeting of the Conference of Parties of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and a recommendation from the fifteenth session of the Western Central Atlantic Fishery Commission (WECAFC). The meeting reviewed a draft Regional Queen Conch Management an d Conservation Plan with 26 potential fisheries management measures, and determined which measures will contribute most to the sustainability of the stocks and livelihoods of those involved in queen conch fisheries in the region. The meeting reached expert agreement on the use of regional harmonized conversion factors for the various degrees of processing of conch meat and on a format for non-detriment findings (NDFs) assessments. The meeting also updated the Terms of Reference of the Working Gr oup and prepared a new work plan. The conclusions and draft recommendation from the Working Group will be reviewed by the Scientific Advisory Group and forwarded to the sixteenth session of WECAFC and important meetings of partner agencies for their endorsement. The working group meeting was attended by 55 fisheries and CITES authority delegates from 22 countries and territories. The meeting was facilitated by the Caribbean Fisheries Management Council, CITES and FAO.
