    The earthquakes that struck Türkiye on February 2023 had a devastating impact on the agriculture and rural sectors. For example, agricultural infrastructure, including warehouses, packaging and storage facilities, as well as equipment, have been severely damaged; more than 13 284 livestock shelters were destroyed and around 815 000 heads of livestock were lost; fisheries were impacted; and markets and supply chains were disrupted. In response, the Food and Agriculture Organization of the United Nations (FAO) in partnership with the Government of Türkiye developed a three-year Earthquake response and recovery plan (ERRP), with an estimated budget of USD 112 million, directly benefiting approximately 700 000 people and over 850 enterprises in the affected areas. The ERRP aims to restore the supply and value chains of agrifood systems (Outcome 1); revitalize the agricultural labour market (Outcome 2); and empower rural communities for sustainable development (Outcome 3). In that regard, the ERRP is a comprehensive plan that includes immediate, short term and long term interventions. This document serves as roadmap for the ERRP and as a resource mobilization tool, presenting the rationale, the expected impact, outcomes and outputs of the ERRP as well as the funding requirements.

    There is a greater than 90 percent chance that El Niño will continue through the end of 2023, and international climate agencies forecast a moderate to strong El Niño continuing into 2024. This will increase the likelihood of extreme weather and climate hazards, ranging from drought to floods and storms. By disrupting rainfall and temperature patterns, El Niño may strongly impact agriculture, rural livelihoods and food security. Such early warnings clearly call for early action. FAO’s El Niño Anticipatory Action and Response Plan requires urgent funding to deliver immediate support in a number of identified countries around the world, based on analysis of historical trends, latest seasonal forecasts, agricultural seasonality and the vulnerability of populations at risk.

    On 6 February 2023, two powerful earthquakes followed by tremors and aftershocks ripped through the southern region of Türkiye. The earthquake-affected area is known as Türkiye’s “fertile crescent”, accounting for approximately 15.3 percent of the country’s agricultural gross domestic product and employing 14 percent of its farmers. The significant damages and losses to crops, livestock, fisheries and agricultural infrastructure were estimated at USD 6.3 billion. In response, the Food and Agriculture Organization of the United Nations (FAO) scaled up its emergency response and launched its three-year Earthquake Response and Recovery Plan (ERRP) with the overall objective of maintaining food production and availability through the restoration of critical agrifood systems and rural livelihoods. This document provides an overview of FAO's response under the ERRP during February–August 2023 as well as planned response until October 2023 and FAO’s funding requirements to fully implement the ERRP.
