Synopsis (short abstract) This case study report was written as a part of the Agriculture Human Capital Investment Study, funded by FAO Investment Centre and with the support of the International Food Policy Research Institute and the CGIAR Research Programme on Policies, Institutions and Markets (PIM) and the FAO Research and Extension Unit. This study analyses the impact of Chile´s Productive Alliance Programme (PAP) in terms of human capital development among small farmers. The programme, originally created in 2007 and serving now close to 3,600 small farmers in Chile, enhances the creation of commercial partnerships between these small farmers and larger companies, and funds and facilitates the conditions for the acquisition of skills and human capital among them to ensure its success.

    Investing in farmers – or agriculture human capital – is crucial to addressing challenges in our agri-food systems. A global study carried out by the FAO Investment Centre and the International Food Policy Research Institute, with support from the CGIAR Research Programme on Policies, Institutions and Markets and the FAO Research and Extension Unit, looks at agriculture human capital investments, from trends to promising initiatives. One of the nine featured case studies comes from the State of Mississippi in the United States of America. Agencies from i) formal education systems; (ii) nonformal education systems; (iii) state governmental agencies; and (iv) advocacy and commodity groups collaborated to develop agriculture human capital among youth and adults. Agency documents, representatives and clients described technical skills and functional skills developed, resulting in benefits like increased agricultural productivity, reduced expenses, higher individual or farm income, networks linking farmers and other producers, a better prepared workforce and a strong agriculture industry with good economic returns. This publication is part of the Country Investment Highlights series under the FAO Investment Centre's Knowledge for Investment (K4I) programme.

    This report examines the role of commodity development projects, especially those funded by the Common Fund for Commodities (CFC) and supervised by FAO, in improving opportunities for market participation by smallholders. The empirical analysis draws on four CFC/FAO project case studies, supplemented with field survey evidence. Results from this report should contribute to advancing the design of project interventions so that they more effectively target different categories of smallholders.

    Investing in farmers – or agriculture human capital – is crucial to addressing challenges in our agri-food systems. A global study carried out by the FAO Investment Centre and the International Food Policy Research Institute, with support from the CGIAR Research Programme on Policies, Institutions and Markets and the FAO Research and Extension Unit, looks at agriculture human capital investments, from trends to promising initiatives. One of the nine featured case studies is Kenya’s Smallholder Horticulture Empowerment and Promotion Approach, which provides technical and soft skills based on the theory of self-determination. The training has influenced farmers to change their mindsets and behaviour towards market-oriented horticulture. In addition, most farmers gained confidence in applying the skills acquired, which resulted in improved production and marketing and increased incomes. The approach was found to be effective in developing human capital and is therefore recommended for use in smallholder horticulture production systems or enterprises.
