    This publication discusses the concept, evolution, and requirements of forest management planning, focusing on multiple-use forest management and small and medium forest enterprises (SMFEs). Forest management planning is a document that translates forest policies into a coordinated programme for managing forests over a set period of time, integrating environmental, economic, and social dimensions. It serves various purposes, such as legal documents, concession agreements, and tools for sustainable forest management. Multiple-use forest management recognizes the diverse values and benefits that forests provide beyond timber, such as water regulation, climate change mitigation, biodiversity conservation, and cultural values. Despite its challenges, forest management planning can contribute to sustainability and optimize the value derived from forests. SMFEs play a crucial role in supporting livelihoods and forest-based economies. However, barriers such as policy environments, lack of support tools, and management challenges need to be addressed. Forest management planning can help overcome these barriers by ensuring legal compliance, mitigating risks, promoting sustainability, and supporting marketing and value chain development. It is also a valuable tool for empowering local forest users, involving stakeholders, and negotiating benefit-sharing arrangements. The process of forest management planning involves gathering information, defining objectives, developing silvicultural and ecosystem services plans, creating a business plan, planning for unusual events, and establishing a monitoring system. It is an adaptive learning process that continuously evaluates and adapts plans based on the results of forest management activities. Stakeholder engagement is key to developing a socially acceptable forest management plan, starting with identifying stakeholders, creating awareness, informed discussions, and monitoring to keep stakeholders accountable for their agreed responsibilities. Negotiating expectations and building consensus helps identify conflicts and integrate qualitative data to improve decision-making in multiple-use forest management. In conclusion, forest management planning is essential for sustainable forest management, contributing to the well-being of communities, the environment, and the economy. This guide provides a framework for forest management planning, guiding forest managers through the planning process stepwise and providing advice on information sources needed during the planning process. The framework can be adapted to national and local contexts in line with relevant regulatory requirements.

    Protecting special wild tree species and traditional knowledge towards securing livelihoods of rural communities: A study on Kithul (Caryota urens) industry in Sri Lanka

    People in tropical island countries have long-lasting connections with wild trees that help securing their livelihoods. Deforestation, extensive use of chemicals and unsustainable forest resource management have resulted in losing tree-based natural products and rural livelihoods based on such trees. As a tropical island country, Sri Lanka is a home for many different native palm tree species. When considering the economic value, Kithul (Caryota urens) has the highest potential and economic viability among the non-timber forest product categories in Sri Lanka (Senaratne et al, 2003). Rural communities use Kithul as a multiple-use tree with a considerable economic value through processing the Kithul sap into toddy, treacle and jaggery that have a high market demand locally and abroad (De Zoysa, 2017). However, it can be observed that the present consumerism and monocultural practices affect the traditional Kithul industry. The Kithul product supply is insufficient to accommodate the market demand and the products indicate a low quality. Hence, this research investigates the causes for the low quality of products and the discouragement of rural communities to involve in Kithul industry, and finds ways to secure rural economies and livelihoods based on such industry. Based on Sinharaja, Dediyagala and Peak Wilderness lowland rainforests, the primary data of this research were collected conducting semi-structured interviews with the villagers who involved in Kithul industry. The Kithul products were observed and tasted during field visits to collect additional information. The government introduced chemicals to increase Kithul sap harvests and the forest conservation laws prohibiting access to forests have resulted in declining Kithul industry. If the rural communities given limited access to forests and encouraged to grow Kithul trees in their home gardens they could practice their traditional knowledge related to Kithul industry to sustainably re-assure their livelihoods.     Empowering local communities to protect forestry resources and reverse deforestation and forest degradation in high value Chilgoza forests in the Kalash valley of Pakistan

    The Kalash valley of Chitral district of Pakistan possesses unique culture and forestry resources, including the Chilgoza forests, which are of high conservation value and a major source of livelihood. Chilgoza trees grow very slowly, thrive in high mountain areas of difficult access, and have a very low rate of survival in reforestation. The total forest area in the valley is 7 530 hectares with a population of 11 650. Forestry resources are limited and subject to deforestation and degradation, mainly due to fuelwood collection and animal grazing. 78 percent of these forests are understock and 74 percent of them have little to no regeneration. This has dire implications for the local communities who depend on the forests for products and services. Following the Kalash community’s request to reverse deforestation and forest degradation, FAO developed a project under The Restoration Initiative (TRI) in line with the national initiative “Clean and Green Pakistan”. It aims to empower local communities and engage them in the conservation and management of the Chilgoza forest by supporting the gender-inclusive Chilgoza Forest Protection and Conservation Committees (CFPCC). As the CFPCCs are endorsed by the provincial Forest Department, they are empowered to implement rules and regulations. The CFPCC set rules for forest protection (such as stopping the illicit cutting of trees, regulating livestock grazing, protecting wildlife, overseeing the harvesting of non-timber forest products) as well as for the harvesting of Chilgoza cones to prevent both overharvesting and the collection of immature cones. Improved Chilgoza cone harvesting tool sets have been provided and 12 assisted natural regeneration sites have been set up where local communities ensure grazing exclusion. Through local value addition for the Chilgoza nut, local communities increase their revenue. Local empowerment of communities allows for significant deforestation and degradation reduction.
