Synopsis (short abstract) The GCP/VIE/029/ITA Project underwent a Tripartite External Evaluation in March 2008, followed by a Management Response in October 2008. After one year, a follow-up report is herewith provided, listing the state of implementation of the recommendation formulated by the evaluators and a comment for each one. The general conclusions to which the Tripartite External Evaluation came to were shared by the FAO country office and the counterpart GoV. Virtually all the recommendations were accepted and implemented both during the remaining first phase of the project and in the designing of the project second phase.

The general conclusions to which the Tripartite External Evaluation came to are shared by the FAO country office, in the way that the implementing Department of Fishery offered an overall modest assistance to the project, an erratic deployment of financial resources and facilities and lack of continuity of seconded personnel. On one hand these are structural difficulties that are inherent to any start-up phase of any field-implemented project; on the other hand, there was a good appreciation of the project achievements and support interventions at the level of the communities, in such a way that the lack of sense of ownership demonstrated by at least part of the top management was compensated by the total syntony with lower level authorities.

The report of the External Evaluation of Project GCP/ERI/006/ITA provides a comprehensive and factual overview of Project implementation, its achievements and constraints encountered. In general the Report is balanced and recommendations made, if implemented, will enable the National Agriculture Research Institute of Eritrea (NARI) to embrace a more focussed research agenda, stronger links with extension and have greater impact on agriculture sector development
