    As with other countries in the West Africa region, research and pluralistic extension systems in Liberia have limited linkages with farmers, research and stakeholders. Moreover, from the extension and research systems assessment conducted by the project, as well as consultations carried out among stakeholders, it is evident that there is a lack of clear direction and governance for agricultural extension and its linkage with research in the country. The project reviewed, updated and validated the National Agriculture Extension and Advisory Services (NAEAS) Policy and the Central Agricultural Research Institute (CARI) Strategic Plan and developed an operational plan with a monitoring and evaluation (M&E) framework. The project supported five business service centres (BSCs) for four improved value chains (cassava, cocoa, rice and vegetables) in agriculture production, processing and marketing. The project was implemented in collaboration with the MoA, CARI and the University of Liberia.

    Liberia contains approximately 4.3 million hectares of lowland tropical forests, accounting for 43 percent of the Upper Guinean Forest, which has been recognized as a global biodiversity hotspot and a priority area for conservation. Although the Upper Guinean Forest has diminished to an estimated 14.3 percent of its original range, Liberia remains home to both evergreen lowland forests and semi deciduous mountain forests. In addition to hosting endemic animal species and over 2 000 flowering plants, forest landscapes are essential for providing ecosystem services and possess great potential for enhancing Liberia’s development. Moreover, the livelihoods of one third of Liberia’s population are dependent on forest products and ecosystem services. The international agreement on “Reducing Emissions from Deforestation and forest Degradation, plus the sustainable management of forests, and the conservation and enhancement of forest carbon stocks,” more commonly known as REDD+, compensates countries for reducing emissions from deforestation and forest degradation. Importantly, it has created an opportunity for Liberia to simultaneously ( i ) manage its forests for sustainable, long term economic growth, (ii) support the livelihoods of local and rural communities, and (iii) ensure that its national and global heritage is conserved. Liberia has committed to implementing REDD+ in the context of the United Nations Framework Convention on Climate Change (UNFCCC). To fully participate in REDD+ and assess whether its actions are yielding the desired results, Liberia needs to evaluate its historical forest emissions and continue monitoring its Forest Reference Emissions Levels (FRELs) in the future.

    This policy brief has been developed to offer specific key-recommendations and lessons learned, which the Government of Liberia could consider for strengthening its support to the NARS of the country. Ultimately, the recommendations are intended to ensure efficient adoption of the proposed methodologies for enhancing the impact of the AR4D efforts of the NARS in Liberia.

    This document on Marine protected areas (MPAs) and fisheries has been developed to provide information and guidance on the use of marine protected areas (MPAs) in the context of fisheries. As MPA implementation moves ahead in the arena of marine biodiversity conservation, many people feel that the fisheries aspects are not fully understood nor always appropriately taken into account, and that guidance specific to this sector is needed. These Guidelines look specifically at fisheries features of MPAs, but also address the interface between fisheries management and biodiversity conservation and provide support for MPAs with multiple objectives. The document highlights the need for increased coordination across sectors and agencies/departments. Integration of diverse interests and viewpoints is required if we are to successfully manage our oceans and their resources for future generations. As with all fisheries management, good governance – including adequate stakeholder participation – i s key to successful and equitable management outcomes.

    The annual Joint Meeting of the FAO Panel of Experts on Pesticide Residues in Food and the Environment and the WHO Core Assessment Group on Pesticide Residues was held in Rome, Italy, from 21 to 30 September 2010. The FAO Panel of Experts had met in Preparatory Sessions from 16 to 20 September. The Meeting was held in pursuance of recommendations made by previous meetings and accepted by the governing bodies of FAO and WHO that studies should be undertaken jointly by experts to evaluat e possible hazards to humans arising from the occurrence of pesticide residues in foods. During the meeting the FAO Panel of Experts was responsible for reviewing pesticide use patterns (use of good agricultural practices), data on the chemistry and composition of the pesticides and methods of analysis for pesticide residues and for estimating the maximum residue levels that might occur as a result of the use of the pesticides according to good agricultural practices. The WHO Core Asse ssment Group was responsible for reviewing toxicological and related data and for estimating, where possible and appropriate, acceptable daily intakes (ADIs) and acute reference doses (ARfDs) of the pesticides for humans. This report contains information on ADIs, ARfDs, maximum residue levels, and general principles for the evaluation of pesticides. The recommendations of the Joint Meeting, including further research and information, are proposed for use by Member governments of the respective agencies and other interested parties.

    Les dimensions sociales et biophysiques des écosystèmes sont inextricablement liées de telle manière qu’un changement dans une seule dimension est très susceptible de générer un changement dans une autre. Bien que le changement est une conséquence naturelle des interactions complexes, il doit être surveillé et même géré si le taux et la direction du changement risquent de compromettre la résilience du système. “Une approche écosystémique de l’aquaculture (AEA) est une stratégie pou r l’intégration de l’activité dans l’écosystème élargi de telle sorte qu’elle favorise le développement durable, l’équité et la résilience de l’interconnexion des systèmes socio-écologiques.” Etant une stratégie, l’approche écosystémique de l’aquaculture (AEA) n’est pas ce qu’on a fait, mais plutôt comment on l’a fait. La participation des parties intéressées est à la base de la stratégie. L’AEA exige un cadre politique approprié dans lequel la stratégie se développe en plusieurs é tapes: (i) la portée et la définition des limites des écosystèmes et l’identification de la partie intéressée; (ii) l’identification des problèmes principaux; (iii) la hiérarchisation des problèmes; (iv) la définition des objectifs opérationnels; (v) l’élaboration d’un plan de mise en oeuvre; (vi) le processus de mise en oeuvre correspondant qui comprend le renforcement, le suivi et l’évaluation, et (vii) un critique des politiques à long terme. Toutes ces étapes sont informées par les meilleures connaissances disponibles. La mise en oeuvre de l’AEA exigera le renforcement des institutions et des systèmes de gestion associés de sorte qu’une approche intégrée du développement de l’aquaculture peut être mise en oeuvre et compte entièrement des besoins et des impacts d’autres secteurs. La clé sera de développer des institutions capables d’intégration, notamment en fonction des objectifs et des normes convenus. L’adoption généralisée d’une AEA exigera un couplag e plus étroit de la science, la politique et la gestion. Elle exige aussi que les gouvernements incluent l’AEA dans leurs politiques de développement de l’aquaculture, stratégies et plans de développement.
