    Country Programming Framework (CPF) is the first jointly developed programme between the Government of the Republic of South Africa and the Food and Agriculture Organisation of the United Nations (FAO) since the establishment of the FAO Country Office in South Africa. The framework outlines results to be achieved in line with government priorities encapsulated in the National Development Plan (NDP). This interim CPF will run for 2014/2015 financial year and will be reviewed in March 2015 to cove r the priorities of 2014-2019.

    This Country Programming Framework (CPF) sets out three FAO’s medium term assistance priorities and results, derived from nationally defined priorities and objectives to be achieved over the four year period (2014-2017) of the country’s programming cycle. It builds on the earlier National Medium-Term Priority Framework (NMTPF) that was formulated in 2007 as equivalent to CPF. A desk review and analysis of major policy documents contributed to a coherent approach in ensuring that the CPF meets na tional priorities as stipulated in the major agriculture, forestry and fisheries policies and strategy documents. The CPF has been prepared in close collaboration with key divisions, institutions and parastatals falling under the aegis of the Ministry of Agro-Industry and Food Security and Ministry of Fisheries. Broad consultations were held with major development partners in the field of agriculture and fisheries.

    Summary. This Country Programme Framework (CPF) for Namibia, as agreed upon by the Government of the Republic of Namibia (GRN) and the Food and Agriculture Organization of the United Nations (FAO), covers a five year period from 2014 to 2018 in alignment with the Fourth National Development Plan and its related Sectoral Plans. The CPF is a need-based planning and management tool that establishes the manner in which FAO will support Namibia’s development priorities, drawing on its global experien ces and comparative advantage in areas within its mandate. Its timing is opportune as the Government of the Republic of Namibia committed itself towards accelerated economic growth, increased income quality; and sustained employment opportunities for its citizens.
