Synopsis (short abstract) This Framework for Action has been prepared to achieve the goals of the Shared Global Vision for Groundwater Governance 2030. It describes the main steps to be taken and is an urgent call for action to all who can make a difference: national and local governments, international organizations, the private sector, civil society, media, educational institutes and professional organizations — but also to well owners, groundwater users and concerned citizens everywhere.     The project “Groundwater Governance: A Global Framework for Action GCP/GLO/277/ GFF” emanated from a request by the Scientific and Technical Advisory Panel (STAP) of the Global Environment Facility (GEF) due to the lack of information on groundwater governance (GWG) and management. The objective of the project was briefly described in the project document as follows: “to influence political decision-making by achieving a significantly increased level of awareness of the paramount importance of s ustainable groundwater resource management in averting the impending water crisis”.

    This document is one of three outputs of the project GCP/GLO/277/GEF coordinated by FAO and implemented by FAO, UNESCO IHP and the International Association of Hyrogeologists (IAH), in collaboration with the World Bank and GEF STAP. It envisions groundwater governance for suataining the benefits and services inurred from groundwater, to be achieved by the year 20130. The other two outputs of the projects are the "Global Diagnostic on Groundwater Governance " and the "Global Framework for Action to Achieve the Vision on Groundwater Governance". All three outputs are expected to be published under the name of the 5 partners organizations and shared with policy and decision-makers in countries as well as other stakeholders who have been invoved in the project process or are concerned with groundwater governance. They will also be put online under the project website to be accessible to a large public of policy and decision makers across development sectors.
