Synopsis (short abstract) The four Pacific Island Countries of Fiji, Samoa, Vanuatu and Niue account for about 70 percent of the land area of the Polynesia Micronesia biodiversity hotspot, where species endemism is particularly high and one third to one half of species are currently threatened with extinction. Conservation whether in formally protected areas (PAs) or the wider production landscape is extremely weak. The project was developed to reverse the situation and improve biodiversity conservation in the four countries. Its development objective was to enhance the sustainable livelihoods of local communities living in and around PAs, while its global environmental objective was to strengthen biodiversity conservation and reduce forest and land degradation. The project was designed with six technical components to overcome identified weaknesses and barriers. Principally, the focus of the project was to conserve, protect and manage Key Biodiversity Areas (KBAs) identified by the respective governments concerned.

This report presents the findings of the Mid-Term Evaluation of the GEF-FAO Project Forest Protected Area Management (FPAM) in Fiji, Samoa, Vanuatu and Niue which was conducted between November 2014 and May 2015. The purpose of this MTE was to review progress made towards achievement of outcomes in accordance with the project document, and to identify corrective actions where necessary.

Small Island Developing States (SIDS) are continuously under the threat from the adverse effects of climate change and land degradation impacts. Land degradation directly increases CO2 emissions, contributing to climate change and vice versa. The LDN Target Setting Programme (TSP) of the UNCCD has substantially contributed to land degradation receiving the policy attention and securing political commitments for addressing the obvious and immediate threats of climate change and natural disasters to SIDS. It has strengthened the availability and accessibility of data for assessing land degradation and enabled SIDS to set specific measurable science-based targets. LDN provides the framework for the sustainable development of human settlements in SIDS through policy, planning, design and regulatory instruments.

The Multicountry Programming Framework for the Pacific Islands (Pacific CPF) 2023–2027 is a strategic plan designed by the FAO to drive agrifood systems transformation and rural development in the Pacific Islands. It builds upon the achievements and lessons learned from the previous 2018–2022 Pacific CPF, emphasizing stakeholder engagement, programmatic approach, and sustainability. Derived from the United Nations Sustainable Development Cooperation Framework for the Pacific Islands (Pacific UNSDCF) 2023–2027, the Pacific CPF aligns with FAO's commitment to the 2030 Agenda for Sustainable Development and focuses on key SDGs such as Zero Hunger (SDG 2), Life below Water (SDG 14), and Life on Land (SDG 15). By leveraging partnerships and prioritizing sustainable practices, this framework aims to address the unique challenges faced by the Pacific Islands and contribute to their long-term development.
