Support the Formulation of Sustainable Aquaculture Strategy in Jordan - TCP/JOR/3807 2025

The project is set against the backdrop of Jordan's heavy reliance on imported fish, which accounts for 98 percent of the national supply, leading to a low per capita fish consumption of 4.09 kilograms per year, far below the global average. The limited marine fishing industry in Jordan, coupled with the growing demand for fish driven by population growth, underscores the need to develop the aquaculture sector as a sustainable alternative. Still, the sector faces significant challenges, including inadequate policies, limited technical expertise, and competition from imported fish feed. In response, the project aims to support the Jordanian government in establishing sustainable aquaculture practices to increase local fish production, contribute to food security, and create economic opportunities in rural areas. The project’s objective is to assist the Jordanian government in creating sustainable aquaculture development tools to enhance fish productivity in rural communities and the private sector. This includes developing well-managed technical practices, strengthening technical capabilities, and introducing innovative aquaculture techniques such as biologically secure fish farms and solar-powered systems. The project also seeks to promote seabass farming, a species that can be cultivated in both fresh and saltwater, and that has a high market demand in Jordan.

The reader will be able to know more about this initiative in Jordan, where its ultimate goal is to improve food security, incomes and nutritional status of the population, as well as environmental sustainability in the Mediterranean countries, through the development of more inclusive, efficient and sustainable food systems. In doing so, the project aims at developing a global systemic SFS approach, which could be replicated and have similar impacts in other countries/regions. the project will deliver a joint framework developed, built on context-specific solutions hinged on science, knowledge and experience, and innovative pathways for the shift towards sustainable food systems, improve evidence and knowledge base of the dimensions of food systems’ sustainability across the Mediterranean, and develop investment proposals and financial options. FAO has strategically partnered with the International Centre for Advanced Mediterranean Agronomic Studies and Union for the Mediterranean for a tripartite collaboration that brings together and capitalizes on each organization’s mandate (scientific, technical, political), and comparative advantages, reflecting the holistic dimension of sustainability. The initiative has also been selected as an affiliated project of the One Planet Network’s Sustainable Food Systems Programme, a multi-stakeholder partnership comprising more than 170 members, united to implement the 10-Year Framework of Programmes on Sustainable Consumption and Production, with the goal to accelerate the shift towards more sustainable food systems.

Feeding an expected global population of 9 billion by 2050 is a daunting challenge that is engaging hundreds of millions of farmers, food processors, traders, researchers, technical experts, and leaders the world over. Fish and other aquatic products from aquaculture can and will play a major role in meeting the dietary demands of all people, while also meeting the food security needs of the poorest. To realize the maximum contributions of the aquaculture sector toward achieving the targets set by the Sustainable Development Goals (SDGs) and Agenda 2030, coordinated and accelerated actions are required. Not only must these actions increase sustainable production, but also address the broader value chain, markets, and decent employment. Recognizing the critical importance of aquaculture, and the need to exchange and discuss reliable information to further enhance its contribution to sustainable development, the Food and Agriculture Organization of the United Nations (FAO), at the request of its Members, collaborated with the Network of Aquaculture Centres in Asia-Pacific and the Ministry of Agriculture and Rural Affairs of the People’s Republic of China, to organize the Global Conference on Aquaculture Millennium +20 (GCA +20), 22–25 September 2021, in Shanghai, the People's Republic of China. Under the theme “Aquaculture for food and sustainable development”, the GCA +20 aimed to bring stakeholders from government, business, academia, and civil society together to identify the policy and technology innovations, investment opportunities and fruitful areas of cooperation in aquaculture for food and sustainable development. A key output from the GCA +20 – the Shanghai Declaration on Aquaculture for Food and Sustainable Development – highlights the principles and strategic pathways to maximize sustainable aquaculture in achieving the SDGs, with a special focus on “Leaving no one behind”.
