Synopsis (short abstract) This publication presents the findings of the terminal evaluation of the project ‘Securing biodiversity conservation and sustainable use in China’s Dongting Lake Protected Areas’ implemented in China’s Hunan Province. The project was designed to address key barriers to biodiversity conservation. The conclusions highlighted the overall relevance of project design, contribution to biodiversity conservation and strengthening of institutions and networks and the adequate role played by the executing and implementing agencies. Nevertheless, a strong sustainability plan managing existing risks is needed to reinforce sustainability prospects further and certain delays were noted during project implementation that contributed to inefficiencies. Key recommendations made were on the sustainability plan that required finalization and addressing potential risks to long-term impact, the need for the social impact of biodiversity conservation efforts to be fully considered and systematically recorded and that the future project designs should be updated with operational partners to address any contextual changes.

    The Dongting Wetlands is China’s second-largest freshwater lake and one of the 200 key global ecozones. Its high biodiversity serves as an important ecosystem for over 120 bird species and many endangered species. It plays an important socioeconomic role in the area as nearly 16 million people live around the lake. Despite the importance of the wetlands, the services it provides are increasingly at risk. Loss of habitat arising from sector conflicts and economic interests of local farmers and fishers has resulted in a decline in wildlife populations and in some cases entire species. FAO intervened to secure the conservation of biodiversity in the area through strengthening existing management efforts and promoting long-term sustainable development. Activities such as hunting, fishing, planting and reclamation have been stopped and most policy level outcome targets for biodiversity have been reached. The mid-term evaluation makes recommendations for the second half of the project, with a particular focus on knowledge management. It recommends a systematic approach to sharing good practices and technical support with learning facilities across the various project sites. GCP/CPR/043/GFF GEF ID: 4356

    The “securing biodiversity conservation and sustainable use in china's dongting lake protected areas” project is a joint effort by the forestry department of hunan province (FDHP), the four nature reserves (NR) management bureaus, other provincial and local partners, the food & agriculture organization of the united nations (FAO) and the global environmental facility (GEF). The objective is to secure the conservation of biodiversity of global importance in dongting lake ecosystem by strengthening existing management efforts and the promotion of wetland’s long-term sustainable development.

    El área continental ecuatoriana se caracteriza por una alta diversidad de ecosistemas marinos y costeros, incluyendo playas de anidación de cuatro especies de tortugas marinas y extensas zonas de manglares que brindan bienes y servicios ecosistémicos. El proyecto, implementado por la FAO de 2016 a 2020, busca superar las principales amenazas que afectan a la diversidad biológica marina y costera y al mismo tiempo contribuir a mejorar los medios de vida de las personas que habitan en estas áreas. El proyecto está contribuyendo significativamente a este último objetivo mediante la elaboración de planes de manejo de pesca y proyectos de desarrollo productivo. Sin embargo, debería continuar con sus esfuerzos a fin de implementar una estrategia alternativa ante la imposibilidad de crear nuevas áreas protegidas e incorporar el enfoque del Manejo Costero Integrado en la gestión costera de los gobiernos locales.

    There are numerous risks to the sustainability and stability of Indonesia’s farming system, food production system, supply chains, and ecosystems. The evaluation aims to answer two essential questions: whether FAO is doing what is needed and whether it is making a difference.This evaluation recommends that FAO support the green and blue (land and sea) preparedness and adaptation plans, as well as early warning systems. The evaluation further recommends that FAO ramp up its support for a national decision support system that adopts a food systems approach to provide policymakers with the best analytical evidence and data available to guide new public policies and regulations.Many of the conclusions and recommendations call for policy and regulatory reform. The evaluation recommends that FAO work with Indonesia to establish innovative data management systems, new analysis methods, and analytical tools on agriculture including fisheries and forestry.
