Synopsis (short abstract) In 2017, FAO launched its Global Capacity Development Programme to support the implementation of the Agreement on Port State Measures to Prevent, Deter, and Eliminate Illegal, Unreported and Unregulated fishing (PSMA) and complementary international instruments, regional mechanisms and tools to combat illegal, unreported and unregulated (IUU) fishing. The programme aims to contribute to national, regional and global efforts to prevent, deter and eliminate IUU fishing. For the proper implementation of the programme, FAO developed its fisheries training framework, based on a modular approach, which has been invaluable in harmonizing the courses delivered under the programme. This modular approach also provides flexibility for the creation of new courses to cater for specific needs. This prospectus provides an overview of the modules offered under the FAO fisheries training framework, including a detailed description of each module, its corresponding lectures and expected learning outcomes. Elsewhere, the prospectus provides detailed information on each of the courses currently offered, including their objectives, target participants and overall expected learning outcomes, as well as other relevant information.

    FAO launched the PSMA Global Programme in July 2017. The programme supports the implementation of the Agreement on Port State Measures (PSMA) and complementary instruments, mechanisms and tools to combat illegal, unreported, and unregulated fishing and provides an umbrella framework for FAO and its development partners to articulate and mobilize coordinated actions. It has three main pillars: i) statutory programme of the PSMA, ii) development of complementary international instruments and tools to combat IUU fishing, and iii) capacity development support to countries (awareness raising, technical assistance and training).

    This brochure provides information to prospective participants about the fourth edition of the The FAO International course on PSMA inspection training, delivered in Vigo, Spain, in September 2024. The course enables professionals in the field to achieve the cohesive implementation at national and regional levels of the provisions of the PSMA, which entered into force on 5 June 2016. International experts from FAO and national authorities will deliver lectures within the course.
