Synopsis (short abstract) To date, the International community has focused on land reform and the liberalization of agriculture commodity markets as the basis for agriculture sector growth. Substantial progress has been made with these reforms In many countries of Europe and Central Asia Region (ECA); however, new challenges such as farm mechanization are emerging. Although the governments of low and middle-Income ECA countries have long stressed the need to raise Investment In farm mechanization, well-informed guidance on whether and how to address this issue is lacking. This study will assist both national governments and donor organizations to discern the constraints to farm mechanization and to decide how best to enhance its contribution to sustainable agriculture sector growth. This study was sponsored by the Chief Economist's Office in the Europe and Central Asia Region of the World Bank and supported by the Food and AgricultureOrganization ofthe United Nations.

    This study reviews the agricultural policy environment and provides quantitative indicators for policy incentives and disincentives to agricultural producers for key commodity value chains in the eight study countries in Eastern Europe, Caucasus and Central Asia (Armenia, Azerbaijan, Belarus, Georgia, Kyrgyzstan, the Republic of Moldova, Tajikistan and Uzbekistan), utilizing the methodology aligned with the approach of the International Organizations Consortium for Measuring the Policy Environment for Agriculture (Ag-Incentives Consortium). This report describes the methodology and approach taken for these eight countries covered by this study and presents the key results and their interpretation in the policy and market contexts of the countries and the region.

    This report contributes to the project ‘Securing agriculture and rural development in times of COVID-19, pathways to regional responses for recovery, reforms, and resilience’ by the Food and Agriculture Organization of the United Nations (FAO). The objectives of the report are threefold: 1) to assess the multiple impacts of the COVID-19 pandemic on agriculture, food security, and rural community; 2) to review the policy responses taken by the governments of eight Central Asia and Caucasus (CAC) countries to mitigate the effects of the crisis, and 3) to provide contextual options to build the resilience of the agricultural sector during post-COVID-19 recovery and against future shocks.
