Synopsis (short abstract) This FAO volume examines three decades of irrigation management reform in the FAO Subregional Office for Central Asia region, tracing the transition from the state-led “hydraulic mission” to farmer-based irrigation management transfer (IMT). While IMT was widely promoted as a means to improve efficiency, sustainability, and equity through water users' associations (WUAs), outcomes have been highly uneven, with successes, partial rollbacks, and even reversals.The book provides seven country case studies – Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Türkiye, Turkmenistan and Uzbekistan – that illustrate these divergent trajectories. Türkiye achieved large-scale transfers but has moved toward greater state oversight; Kyrgyzstan and Tajikistan established broad WUA systems yet face persistent fragilities; Azerbaijan pilots new models; Kazakhstan and Uzbekistan show how weak legal and financial frameworks can undermine IMT; and Turkmenistan retains highly centralized water management.The findings stress that lasting irrigation sustainability requires more than institutional reform: it also depends on modernized infrastructure, water-saving technologies, inclusive governance, and integration with broader strategies for rural development and climate resilience.

    The report assesses the occurrence and impacts of drought, the current policies underlying drought management as well as the mitigation measures and responses adopted in Central Asia and Turkey, with a focus on Agriculture Sector. It is part of a series of similar studies carried out in different regions and countries of the world, with the objective of shedding light on drought effects, sensitizing policy-makers for the much needed paradigm shift to pro-active drought management planning and pr oviding guidance for the development of such policies. The studies are carried out by FAO, in collaboration with the Water for Food Institute, University of Nebraska-Lincoln, USA, as a direct contribution to FAO's Strategic Objective "Increasing the resilience of livelihoods to threats and crises".

    Funded by the Government of the Republic of Turkey, the project aims to assist Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkey, Turkmenistan and Uzbekistan in developing measures to reduce food loss and waste. In particular, the project will support the recipient countries to: • develop national gender-sensitive strategic policy and action plans to reduce FLW; • establish FLW data collection systems, as well as measure and monitor FLW; • improve knowledge management and capacities; and • raise awareness and understanding of FLW (causes, impact and solutions) among actors in all sectors, including consumers, at national and regional level, leaving no one behind.
