Synopsis (short abstract) The Operational Partners Implementation Modality (OPIM) allows FAO to carry out projects in collaboration with national and non-profit actors, to achieve more sustainable results. The main objectives are to increase national ownership, build capacity of the partner through implementation of projects, and make the best use of expertise available on the ground. In most cases, FAO is fully accountable for the resources it receives from the resource partner, ensuring that funds are used for their intended purposes and for the technical soundness of the project/programme results. Working with Operational Partners is thus an opportunity that comes with risks, which must be managed throughout the life of the project. Key elements of risk management approach include mainly capacity assessment of the potential Operational Partner, signature of a legally binding agreement, spot checks, audit and progress monitoring during implementation. Through close collaboration and its monitoring activities FAO contributes to the partner's capacity development.

    The new challenge of IPTRID is to cooperate with governments and funding institutions in assessing capacity development needs and in formulating sustainable agricultural water management strategies within the framework of Integrated Water Resources Management. To facilitate funding and implementation of capacity development programmes and projects with a central focus on thechnology transfer and the uptake of research results. Within the broad scope of the capacity development, IPTRID will thus act as a facilitator. Its niche is somehow the same as that of an architect, designing innovative solutions and helping to implement them in close cooperation with governments and funding agencies. IPTRID will meet this challenge by mobilizing expertise and resources through its wide network of knowledge institutions and resource centres.

    The Mountain Partnership is the United Nations voluntary alliance of partners dedicated to mountain peoples and environments. The Secretariat of the Mountain Partnership is hosted by FAO.     Coastal fisheries in West Africa are essential for providing food and employment, supporting the livelihoods of men and women and generating income. The overall objective of the project “Delivering sustainable environmental, social and economic benefits in West Africa through good governance, correct incentives and innovation” is to strengthen governance, management and value chains through the implementation of an ecosystem approach to fisheries, relevant international tools and innovative governance partnerships in Cabo Verde, Ivory Coast and Senegal. Overall, the evaluation rated the project as “relatively satisfactory". The evaluation recommended certain improvements, particularly concerning the recruitment strategy and organization of personnel, co-financing, the results framework and monitoring of activities.
