    Although domestic retail prices of maize meal have remained stable during the first half of 2011, prices are high constraining poorer households' access to food. According to the 2011 Lesotho Vulnerability Assessment Committee (LVAC), an estimated 514,000 people are food insecure. The heavy rains and flooding seriously affected agriculture, dampening cereal production and widely damaging the livestock sector. The government is supporting agricultural capacity through provision of inputs an d assisting the livestock sector through provision of veterinary products.

    Rice prices have been rising in the last months but stabilized in January while wheat flour prices, although remained stable, were very high, mainly due to import dependence. Although food security has improved, poor groups particularly children suffer from high levels of malnutrition. Agencies are concerned over a serious food security situation. Over 1 million people were affected by floods earlier in the year in the east and central parts of the country. Flooding damaged also paddy crop i n the main (Maha) season, but rice output for 2011 was still good. The Government is supporting domestic production through wheat import duties and incentives for farmers such as input subsidies and irrigation development.

    Rice prices went down as the new harvest reached markets, however heavy monsoon seasonal rains are likely to drive prices back to a high level. Conditions of Food security have been deteriorating in recent months mostly due to severe flooding. Agencies reported alarming levels of hunger and high prevalence of under nutrition. Heavy rains have caused serious damages to crops and livelihoods affecting some 1.5 million people. The government has in place several measures to support producti on, while responding to flood emergency with the assistance of international agencies.
