Synopsis (short abstract) In today’s fast-changing world, agricultural producers need support to innovate as well as reliable sources of information, knowledge, skills and technologies along the entire value chain in farming, livestock and fish production. One of the core functions of extension and rural advisory services is to facilitate the access of farmers, their organizations and other market actors to knowledge, information and technologies/practices. To carry out these multi-faceted functions, extension profession als and their organizations need to utilize a broad range of methods and approaches. While nearly every extension and rural advisory service program and project has developed guidelines on how to use and evaluate extension methods and approaches, there is a lack of detailed information and guidance on what factors need to be considered when selecting extension/advisory methods and approaches which are most suited for which purpose and content. The inappropriate selection and use of extension me thods may limit the effectiveness of service provision, resulting in diminished impact and a failure to meet clients’ needs and demands. This decision guide is intended to help extension professionals and their organizations make informed decisions about which extension method and approach to use for providing information, technologies and services to rural producers and to facilitate interactions and knowledge flow. Expected users include field-based rural advisors, extension managers and progr amme planners.

FAO Türkiye, in line with its overall mandate, supports the Turkish Government in close collaboration and synergy with line ministries, UN agencies, international organizations, civil society organizations, academia, and the private sector to strengthen three priority areas: food and nutrition security and safety; sustainable forest and natural resources management, including fisheries; and institutional capacity enhancement of the public and private sectors. Gender is one of the crosscutting themes that is mandatorily mainstreamed within all projects and regular work under the above-mentioned priority areas. FAO Türkiye’s actions for the implementation of gender commitments are guided by the FAO Policy on Gender Equality 2020–2030 which recognizes that persistent inequalities between women and men constitute a major obstacle to agriculture and rural development; and that eliminating these disparities is essential to building sustainable and inclusive food systems and resilient and peaceful societies. The implementation of equality goals and targets are the shared responsibility of line ministries, other government offices and civil society organizations. The National Action Plan on Women’s Empowerment 2018–2023 aims promote women’s participation in economic and social life; ensure women’s equal access to rights and opportunities; and mainstream the principle of equality between women and men into all the main state plans and programmes. In response to the challenges, FAO Türkiye cooperates with the Turkish Government to deliver a range of gender mainstreamed and women-focused actions. This compilation of practices from the field aims to raise awareness among practitioners by sharing experiences and lessons learned to develop future actions.

This report builds upon FAO’s work promoting gender mainstreaming in extension and advisory services, cataloguing challenges and suggesting strategies for increasing the gender responsiveness of rural advisory services globally. The purpose of this review is to apply FAO’s accumulated knowledge about gender equality in the context of rural advisory services to assess the situation in the Europe and Central Asia region. The report provides a snapshot of the extent to which gender considerations are currently integrated into rural advisory services in the region and highlights good practices that are in line with FAO’s gender equality strategies. The report concludes with recommendations for FAO, partner organizations and stakeholders in the fields of agricultural extension and rural advisory services, on how to further improve such services to extend their reach to rural women and men who have previously had limited or no access. This process requires moving away from gender‑neutral service provision, which often results in the exclusion of women, towards transformative extension and rural advisory services that challenge unequal gender relations and address underlying discriminatory norms and practices.
