Synopsis (short abstract) The Technical Consultation on the Measurement of Fishing Capacity was held in Mexico City, Mexico, from 29 November to 3 December 1999. It was attended by delegations from 56 Members of FAO and by observers. The Consultation examined measurement issues in relation to the implementation of the International Plan of Action for the Management of Fishing Capacity adopted by the Twenty-third Session of the FAO Committee on Fisheries in February 1999. Twenty-six technical papers were prese nted at the Consultation to serve as a basis for further deliberations. Discussions took place in the context of two working groups dealing inter alia with issues related to aggregation and with the measurement of fishing capacity in the case of specific fisheries. The Consultation adopted the summary report of each working group, as presented in this document. The full proceedings of both working groups are also presented in Appendix H and J of the document. The outcome of the Consult ation will form a basis for FAO to prepare technical guidelines for the measurement of fishing capacity in order to facilitate the implementation of the International Plan of Action.

    The papers contained in this supplement cover theoretical aspects of fisheries management and its practice in a general manner. Two aspects of fisheries management are reviewed from the perspective of the market for fish and from the fishermen's view. The majority of the papers discuss specific regulatory techniques such as fixed fishing gear, selectivity of fishing gears including mesh size regulation, controls over numbers of fishing vessels and the effects of various financial measures. Sever al of the papers examine approaches to fisheries regulation that attempt to overcome the common property aspect of fisheries resources. The last paper re-examines the basic equilibrium theory that is applied to most fisheries.

    The report of the Technical Consultation on Reduction of Wastage in Fisheries held in Tokyo, Japan (28 October - 1 November 1996) summarizes the discussions of the meeting and the recommendations formulated.     A Technical Consultation on Sea Turtles Conservation and Fisheries was convened by FAO and held in Bangkok, Thailand, from 29 November to 2 December 2004. The Consultation was attended by 28 Members of FAO and by observers from three intergovernmental and four international non-governmental organizations, as agreed at the Twenty-fifth Session of the Committee on Fisheries (COFI), held in Rome, Italy, from 24 to 28 February 2003. The Technical Consultation addressed the major issues with re gards to sea turtles conservation and fisheries with special emphasis on: (i) current status of sea turtles conservation and factors affecting the mortality of sea turtles; (ii) fishing gears and techniques to reduce sea turtle mortality; (iii) development of guidelines to reduce sea turtle mortality; (iv) assistance to members from developing countries for the conservation of sea turtles, and (v) future directions for global work on sea turtles conservation and fisheries. The Technical Co nsultation agreed on recommendations for FAO, for Regional Fishery Bodies (RFBs) and for Member States related to future work on sea turtle conservation and reduction of sea turtle mortality in fishing operations, to be submitted to the Twenty-sixth Session of the Committee on Fisheries.
