Synopsis (short abstract) El sexto Cuadro especial de expertos encargado de evaluar las propuestas de enmienda de los Apéndices I y II de la CITES sobre el comercio internacional de especies acuáticas se llevó a cabo en la Sede de la FAO del 21 al 25 de enero de 2019. El panel se reunió en respuesta al acuerdo del 25.º período de sesiones del Comité de Pesca (COFI) de la FAO sobre las atribuciones de un panel de expertos para la evaluación de propuestas a la Convención sobre el Comercio Internacional de Especies Amenazadas de Fauna y Flora Silvestres (CITES), y a la aprobación del 26.º período de sesiones del COFI de convocar el panel para propuestas pertinentes a la futura Conferencia de las Partes de la CITES. Los objetivos del Panel fueron: i. evaluar cada propuesta desde una perspectiva científica de acuerdo con los criterios biologicos de inclusión de la CITES (Resolución Conf. 9.24 [Rev. CoP17]; ii. comentar, según corresponda, los aspectos técnicos de la propuesta en relación con la biología, la ecología, el comercio y las cuestiones de gestión, así como, en la medida de lo posible, la posible efectividad para la conservación. El panel examinó las siguientes cuatro propuestas presentadas a la 18.ª Reunión de la Conferencia de las Partes de la CITES: Prop. 42 de la CoP18: incluir el Isurus oxyrinchus (marrajo dientuso) en el Apéndice II de conformidad con el párrafo 2 (a) del Artículo II y el Isurus paucus (marrajo carite) en el Apéndice II, de acuerdo con el párrafo 2 (b) del Artículo II. La evaluación de la propuesta 42 realizada por el panel de expertos de la FAO concluyó que los datos disponibles no demuestran que la especie cumpla con los criterios necesarios para inclusión en el Apéndice II de la CITES. Prop. 43 de la CoP18 fue incluir el Glaucostegus cemiculus (guitarra barba negra) y Glaucostegus granulatus en el Apéndice II de conformidad con el párrafo 2 del Artículo II ( a) e incluir todos los demás Glaugostegus spp. (peces guitarra gigantes), de conformidad con el Artículo II, apartado 2(b). La evaluación de la propuesta 43 del panel de expertos de la FAO concluyó que no había suficientes pruebas para decidir respecto a los criterios de la CITES. Prop. 44 de la CoP18 de incluir el Rhynchobatus australiae y el Rhynchobatus djiddensis (pez cuna manchado) en el Apéndice II de conformidad con el Artículo II párrafo 2(a).     The sixth FAO Expert Advisory Panel for the Assessment of Proposals to Amend Appendices I and II of CITES Concerning Commercially-exploited Aquatic Species was held at FAO headquarters from 21 to 25 January 2019. The Panel was convened in response to the agreement by the twenty-fifth session of the FAO Committee on Fisheries (COFI) on the terms of reference for an expert advisory panel for assessment of proposals to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), and to the endorsement of the twenty-sixth session of COFI to convene the Panel for relevant proposals to future CITES Conference of the Parties. The objectives of the Panel were to: i. assess each proposal from a scientific perspective in accordance with the CITES biological listing criteria (Resolution Conf. 9.24 [Rev. CoP17]; ii. comment, as appropriate, on technical aspects of the proposal in relation to biology, ecology, trade and management issues, as well as, to the extent possible, the likely effectiveness for conservation. The Panel considered the following four proposals submitted to the eighteenth Conference of the Parties to CITES: CoP18 Prop. 42 to include mako shark, Isurus oxyrinchus in Appendix II in accordance with Article II paragraph 2(a) and Isurus paucus in Appendix II in accordance with Article II paragraph 2(b). The FAO Expert Panel assessment of proposal 42 concluded that the available data do not provide evidence that the species meets the CITES Appendix II listing criteria. CoP18 Prop. 43 to include blackchin guitarfish Glaucostegus cemiculus and the sharpnose guitarfish, Glaucostegus granulatus in Appendix II in accordance with Article II paragraph 2(a) and inclusion of all other giant guitarfish, Glaugostegus spp. in accordance with Article II paragraph 2(b). The FAO Expert Panel assessment of proposal 43 concluded that there was insufficient evidence to make a determination against the CITES criteria. CoP18 Prop. 44 to include white-spotted wedgefish, Rhynchobatus australiae and Rhynchobatus djiddensis in Appendix II in accordance with Article II paragraph 2(a). The FAO Expert Panel assessment of proposal 44 concluded that there was insufficient evidence to make a determination against the CITES criteria. CoP18 Prop. 45 to include the subgenus Holothuria (Microthele): Holothuria fuscogilva, Holothuria nobilis and Holothuria whitmaei in Appendix II in accordance with Article II paragraph 2(a). The FAO Expert Panel assessment of proposal 45 concluded that the available data for Holothuria fuscogilva does not meet, there was insufficient evidence to make a determination for Holothuria nobilis and Holothuria whitmaei does meet the CITES Appendix II listing criteria.

Le comité s'est réuni à la suite de la vingt-cinquième session de la Comité des Pêches de la FAO (COFI) sur les termes de référence d'un comité consultatif d'experts chargé d'évaluer les propositions relatives à la Convention sur le commerce international des espèces de faune et de flore sauvages menacées d'extinction (CITES) et à l'approbation de la vingt-sixième session du COFI pour convoquer le groupe d'experts chargé d'examiner les propositions pertinentes à la future conférence des parties à la CITES. Les objectifs du groupe étaient les suivants: (i) évaluer chaque proposition d'un point de vue scientifique conformément aux critères d'inscription biologique de la CITES (résolution Conf. 9.24 [Rev.     عُقد في مقر المنظمة اجتماع الفريق الاستشاري السادس لمنظمة الأغذية والزراعة المعني بتقييم مقترحات تعديل الملحقين الأول والثاني من إتفاقية سايتس بشأن الأصناف المائية المستغلة تجارياً، وذلك من 21 إلى 25 يناير 2019. عُقد الفريق استجابةً: لموافقة لجنة مصائد الأسماك (COFI)التابعة لمنظمة الأغذية والزراعة في دورتها الخامسة والعشرين بشأن اختصاصات فريق خبراء استشاري لتقييم المقترحات المقدمة إلى إتفاقية التجارة الدولية لأصناف الحيوان والنبات البري المعرضة للإنقراض سايتس (CITES) ، وإلى مصادقة الدورة السادسة والعشرين للجنة مصائد الأسماك لعقد إجتماع للفريق لتقديم المقترحات ذات الصلة إلى مؤتمر الأطراف في سايتس في المستقبل. تمثلت أهداف الفريق في: 1. تقييم كل إقتراح من منظور علمي وفقًا للمعايير البيولوجية للإدراج بقائمة سايتس (القرار Conf. 9.24 Rev.     The sixth FAO Expert Advisory Panel for the Assessment of Proposals to Amend Appendices I and II of CITES Concerning Commercially-exploited Aquatic Species was held at FAO headquarters from 21 to 25 January 2019. The Panel was convened in response to the agreement by the twenty-fifth session of the FAO Committee on Fisheries (COFI) on the terms of reference for an expert advisory panel for assessment of proposals to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), and to the endorsement of the twenty-sixth session of COFI to convene the Panel for relevant proposals to future CITES Conference of the Parties. The objectives of the Panel were to: i. assess each proposal from a scientific perspective in accordance with the CITES biological listing criteria (Resolution Conf. 9.24 [Rev. CoP17]; ii. comment, as appropriate, on technical aspects of the proposal in relation to biology, ecology, trade and management issues, as well as, to the extent possible, the likely effectiveness for conservation. The Panel considered the following four proposals submitted to the eighteenth Conference of the Parties to CITES: CoP18 Prop. 42 to include mako shark, Isurus oxyrinchus in Appendix II in accordance with Article II paragraph 2(a) and Isurus paucus in Appendix II in accordance with Article II paragraph 2(b). The FAO Expert Panel assessment of proposal 42 concluded that the available data do not provide evidence that the species meets the CITES Appendix II listing criteria. CoP18 Prop. 43 to include blackchin guitarfish Glaucostegus cemiculus and the sharpnose guitarfish, Glaucostegus granulatus in Appendix II in accordance with Article II paragraph 2(a) and inclusion of all other giant guitarfish, Glaugostegus spp. in accordance with Article II paragraph 2(b). The FAO Expert Panel assessment of proposal 43 concluded that there was insufficient evidence to make a determination against the CITES criteria. CoP18 Prop. 44 to include white-spotted wedgefish, Rhynchobatus australiae and Rhynchobatus djiddensis in Appendix II in accordance with Article II paragraph 2(a). The FAO Expert Panel assessment of proposal 44 concluded that there was insufficient evidence to make a determination against the CITES criteria. CoP18 Prop. 45 to include the subgenus Holothuria (Microthele): Holothuria fuscogilva, Holothuria nobilis and Holothuria whitmaei in Appendix II in accordance with Article II paragraph 2(a). The FAO Expert Panel assessment of proposal 45 concluded that the available data for Holothuria fuscogilva does not meet, there was insufficient evidence to make a determination for Holothuria nobilis and Holothuria whitmaei does meet the CITES Appendix II listing criteria.

Les objectifs du groupe étaient les suivants: (i) évaluer chaque proposition d'un point de vue scientifique conformément aux critères d'inscription biologique de la CITES (résolution Conf. 9.24 [Rev. CoP17]; (ii) commenter, comme approprié, les aspects techniques de la proposition en relation avec les questions de biologie, d'écologie, de commerce et de gestion, ainsi que, dans la mesure du possible, l'efficacité probable de la conservation.

    عُقد في مقر المنظمة اجتماع الفريق الاستشاري السادس لمنظمة الأغذية والزراعة المعني بتقييم مقترحات تعديل الملحقين الأول والثاني من إتفاقية سايتس بشأن الأصناف المائية المستغلة تجارياً، وذلك من 21 إلى 25 يناير 2019. عُقد الفريق استجابةً: لموافقة لجنة مصائد الأسماك (COFI)التابعة لمنظمة الأغذية والزراعة في دورتها الخامسة والعشرين بشأن اختصاصات فريق خبراء استشاري لتقييم المقترحات المقدمة إلى إتفاقية التجارة الدولية لأصناف الحيوان والنبات البري المعرضة للإنقراض سايتس (CITES) ، وإلى مصادقة الدورة السادسة والعشرين للجنة مصائد الأسماك لعقد إجتماع للفريق لتقديم المقترحات ذات الصلة إلى مؤتمر الأطراف في سايتس في المستقبل. تمثلت أهداف الفريق في: 1. تقييم كل إقتراح من منظور علمي وفقًا للمعايير البيولوجية للإدراج بقائمة سايتس (القرار Conf. 9.24 Rev. CoP17) ؛ 2. التعليق حسب الإقتضاء على الجوانب التقنية للمقترح فيما يتعلق بمسائل البيولوجيا والبيئة والتجارة والإدارة ، وكذلك إلى أقصى حد ممكن حول الفعالية المحتملة للحفظ. نظر الفريق في المقترحات الأربعة التالية المقدمة إلى المؤتمر الثامن عشر للأطراف في اتفاقية سايتس : CoP18إقتراح 42 لإدراج قرش الماكو(mako shark) Isurus oxyrinchus بالملحق الثاني وفقًا للمادة II الفقرة 2 (أ) وIsurus paucus بالملحق الثاني وفقًا للمادة II ، الفقرة 2 (ب). خلص تقييم فريق خبراء منظمة الأغذية والزراعة للاقتراح 42 إلى أن البيانات المتاحة لا تقدم أدلة على أن الأصناف تلبي معايير الإدراج بالملحق الثاني بقائمة سايتس. CoP18 إقتراح 43 لإدراج سمكة الجيتار (blackchin guitarfish) Glaucostegus cemiculus وسمكة الجيتارsharpnose) (guitarfish Glaucostegus granulatus بالملحق الثاني وفقًا للمادة II الفقرة 2 (أ) وإدراج جميع أسماك الجيتار العملاقة الأخرى، Glaugostegus spp وفقا للفقرة 2 (ب) من المادة II. خلص تقييم فريق خبراء
