    The COVID-19 pandemic has tested the functioning and resilience of our food supply chains. While lockdown and social-distancing measures have, understandably, been implemented to tackle the public health threat, they have also affected food markets from local to global level. Some supply chains (such as wet markets and the hospitality sector) have been completely disrupted or seen significant operational change. Consumption patterns have changed, too, largely for fear of food shortages, reduced incomes and the closure of food outlets (canteens, restaurants and hotels). Containment measures notwithstanding, food production, processing, access and availability continued and must be maintained to ensure food and nutrition security for all.

    The COVID-19 pandemic is jeopardizing human health and disrupting the food systems that are the foundations of health. Unless we take immediate action, we could face a global food emergency of severity and scale unseen for more than half a century. FAO is calling for USD 1.2 billion in initial investments to finance FAO’s COVID-19 Response and Recovery Programme that aims to provide an agile and coordinated global response to ensure nutritious food for all both during and after the pandemic. The  COVID-19 Response and Recovery Programme enables donors to leverage the Organization’s convening power, real-time data, early warning systems and technical expertise to direct support where and when it is needed most. It spans seven key priority areas: 1. Global Humanitarian Response Plan 2. Data for decision-making 3. Economic inclusion and social protection to reduce poverty 4. Trade and food safety standards 5. Boosting smallholder resilience for recovery 6. Preventing the next zoonotic pandemic 7. Food systems transformation This brochure presents the COVID-19 Response and Recovery Programme in Europe and Central Asia, and invites a broad range of partnerships, including both new and renewed partnerships with FAO Members, other governments, the private sector, civil society, academia and cooperatives.

    The document provides a comprehensive analysis of the future of the food systems in Europe and Central Asia based on a qualitative review of the literature and information available at the time of drafting. Specific attention will be given to (i) economic growth; (ii) natural resources and climate change; (iii) rural development; (iv) agri-food trade and policies; (v) innovation and digitalization; (vi) food systems developments; (vii) food and nutrition security; (viii) food safety. It summarizes them by Subregions and has a specific focus on the European Union and derives regional priorities for action for the future in the Region. The report covers the situation up to mid-2021 and does not include later developments in the region.
