Synopsis (short abstract) The availability of, and access to, quality seeds of a diverse range of adapted crop varieties is essential for achieving food and livelihood security and for eradicating hunger, especially in developing countries. This guide explains what seed policies are and how they differ from seed laws; describes the participatory process of seed policy formulation; the nature and layout of seed policy documents; key elements contained in seed policies; and addresses issues involved in their implementation . It is specifically intended for use by policymakers, national seed agencies, civil society, and public and private sector organizations, including national seed associations and farmers’ organizations involved in the seed sector.

    Efforts to create an organized seed industry in Afghanistan began with the establishment in 1978 of the Afghan Seed Company (ASC) as a Government Joint Stock Company for the production, processing, quality control, distribution and sale of quality seed. The ASC later became known as the Improved Seed Enterprise (ISE). It established Headquarters in Kabul and sub-offices in various provinces. However, not much was achieved before the conflict broke out in 1979.

    This publication presents the Proceedings of the Regional Technical Meeting on Seed Policy and Programmes for the Central and Eastern European Countries, Commonwealth of Independent States and other Countries in Transition, held in Budapest, Hungary from 6 to 10 March 2001. The meeting was organized and implemented by the Agricultural Research Institute of the Hungarian Academy of Sciences, Martonvásár, Hungary, in close collaboration with FAO's Seed and Plant Genetic Resources Service.
