    Agriculture plays a significant role in the economy of the Philippines The resiliency of the agriculture sector not only ensures the country’s food security but also the incomes of households depending on this sector, and the sectors along its value chain However, the country has the second highest exposure to natural hazards of any country in the world, owing to its location in the typhoon belt, through which storms generated in the western Pacific Ocean pass Agriculture is highly vulnerable to these natural hazards, because of the sector’s spatially fixed, environment sensitive, and high investment nature Philippine farmers bear the brunt of the damage caused by these calamities.

    The economy of Mindanao is dominated by the agriculture sector. With one-third of its land area devoted to agriculture, the island has been tagged as the country’s food basket. The majority of the country’s total production of high-value commodities, such as rubber, pineapple, banana and coffee, comes from Mindanao. It also supplies over 40 percent of the country’s food requirements and contributes more than 30 percent to the national food trade. The Department of Agriculture (DA) continues to stimulate productivity and gain wider market niches by harnessing emerging global opportunities for local producers. One such opportunity is the growing global market for Halal foods, known to be worth USD 2.95 billion for meat alone, which other non-Muslim countries such as Thailand, Australia, Brazil and Belgium have already successfully entered. In the 2004-2010 Medium Term Philippine Development Plan, Mindanao was cited as the part of the country most suited to the development of the Halal industry. The plan identified the Autonomous Region in Muslim Mindanao (ARMM), the only region with Muslim identity, as the focal area for Halal development. The Philippine Development Plan (2017-2022) aims to expand the economic opportunities of those currently engaged in producing agriculture, forestry and fisheries products and, at the same time, increase access to economic opportunities for small farmers and fishers in order to achieve inclusive growth. The government will also continue to promote climate change adaptation measures, organic agriculture, urban agriculture and Halal food production.

    In recognition of the importance of multidimensional food and nutrition security and poverty reduction, the Government of Viet Nam has approved two National Target Programmes ( focusing on New Rural Development ( and Sustainable Poverty Reduction ( with a total budget of around USD 11 billion The ultimate goal of these programmes is to improve the living standards of poor and rural communities The NTP NRD focuses on rural development in almost 9 000 communes throughout the country, in line with the Agriculture Restructuring Plan at all levels, while SPR targets areas in which to reduce poverty One of the most important tasks faced by the Government of Viet Nam is to produce a harmonized policy system among the two NTPs, with a view to mass and market oriented agricultural production The present Technical Cooperation Programme ( project was implemented with the aim of facilitating this process Its expected outcomes were as follows i increase the income of the rural poor through a harmonized policy design in support of the two NTPs in line with the Agriculture Restructuring Plan at all levels and ( stronger linkages among farmers and between farmers and enterprises in a consistent production system with recognized standards.
