    This framework document describes the principles, practices and procedures currently applied by FAO and WHO for the provision of scientific advice through the Joint FAO/WHO Expert Committee on Food Additives, the Joint FAO/WHO Meetings on Pesticide Residues, the Joint FAO/WHO Expert Meetings on Microbiological Risk Assessment, the Joint FAO/WHO Expert Meetings on Pesticide Specifications, the Joint FAO/WHO Expert Meeting on Nutrition and ad hoc expert consultations and meetings organized in response to specific ad hoc requests or emergency situations. It has been prepared to enhance the transparency of the processes and procedures used by FAO and WHO to deliver scientific advice in food safety and nutrition. The framework continues to be reviewed periodically and amended as appropriate, to take account of new developments and procedures as part of the process to continually improve the provision of scientific advice.

    FAO has recently implemented a more integrated and strategic results-based budgeting and work planning process. This approach is based on the setting of strategic objectives that provide a focus for action; the definition of expected results that contribute to attaining these objectives; and the alignment of programs and resources behind the objectives. Activities related to the provision of scientific advice on Food Safety and Nutrition are part of Strategic Objective D: “Improved quality and s afety of food at all stages of the food chain”, and the relevant activities are mostly delivered through a multidisciplinary unit result “Scientific advice on food safety provided to standard setting bodies and FAO member countries”. Scientific advice in the international context is provided by FAO, jointly with WHO and in collaboration with other UN agencies, on a wide range of issues, including the safety and risk assessment of chemicals and biological agents in food. The advice is developed w ith the collaboration of independent experts, using available data from as many regions and countries of the world as possible and information submitted by interested parties. The advice is for the most part generated through expert meetings and consultations.

    FAO/World Health Organization (WHO) scientific advice is essential for Codex Alimentarius Commission and member countries. The demand for this advice has increased in line with rapid technological and trade developments. It was therefore necessary to mobilize technical, financial and human resources to support FAO/WHO activities on the provision of scientific advice in food safety and nutrition, and to promote its timeliness, while ensuring the continuation of the highest level of integrity and quality.
