    The School Nutrition Education Programme (SNEP) is an intervention to educate school students on nutrition and food preparation with the aim of influencing healthy nutrition choice and practice at an age when life time behaviour habits are developing and in the wider community. FAO defines School Food Nutrition Education as consisting of coherent educational strategies and learning activities, with environmental supports, which help schoolchildren and their communities to achieve sustainable improvements in their diets and in food- and lifestyle-related behaviours, perceptions, skills and knowledge; and to build the capacity to change, to adapt to external change and to act as agents of change. This publication is the scopy study and capacity needs assessment and final report for the SNEP project.

    The agricultural sector is able to provide food of sufficient quantity and quality to feed and nourish the world’s population. However, capacity-development efforts need to be strengthened among agricultural extension and advisory services through a systematic approach based on a better understanding of needs, challenges and interactions at and among all institutional levels, from front-line workers to policymakers. The Global Capacity Needs Assessment (GCNA) methodology examines the capacity gaps at the individual, organizational and enabling-environment levels and aims at:
    • exploring all the opportunities and challenges to integrate nutrition-related objectives into agricultural programmes and policies;
    • identifying capacity needs of the EAS providers and at the organizational and policy/enabling environment levels for strengthening capacities to integrate nutrition outcomes in their regular tasks and responsibilities; and
    • identifying knowledge gaps in training materials on nutrition-sensitive agriculture.

    These guidelines are intended to provide users with theoretical and practical skills to enable them to: (i) understand the different needs assessment phases and their principles; (ii) conduct or participate in the coordination and implementation of the different phases; and (iii) recognize available tools for conducting multisector/interagency assessments and in-depth sectoral needs assessments. It is structured around the five pre- and post-crisis needs assessment phases presented in the Inter- Agency Standing Committee (IASC) Operational Guidance for Coordinated Assessments in Humanitarian Crises. It consists of four sections: Section 1 introduces the reader to the phased assessment framework, including its main components and principles, and provides an overview of the global Food Security Cluster output indicators. Section 2 presents the five specific phases of the framework in detail to provide a foundation for participating in or conducting phase-specific assessments. Section 3 pr esents two sets of additional tools – those for more in-depth and sector-specific assessments, and surveys designed with other objectives and for other specific needs assessments.
