    The purpose of FAO’s Country Programme Evaluation (CPE) in Kenya was to provide feedback to better orient the Organization’s programme with a view to making future Country Programming Frameworks (CPF) more impactful and relevant to the needs of the country. The Kenya CPE covers the period 2013-2016 and examined the five outcome areas found in the CPF. It also addressed the cross-cutting issues of gender, nutrition and HIV. The evaluation covered the entirety of FAO's cooperation with Kenya during the period, including national, regional and global projects, and the actions of the regular programme of the Country Office. The overarching evaluation questions addressed in the exercise were: i) strategic positioning - are we doing what is needed? and ii) programme contribution - are we making a difference? The FAO Office of Evaluation (OED) pursued a joint-evaluation approach for the CPE and teamed-up with the Kenya Institute for Public Policy Research and Analysis (KIPPRA) and the Tegemeo Institute of Agricultural Policy and Development (Tegemeo). All three partner organizations were responsible for design and data collection, as well as analysis and report drafting.

    The Republic of Kenya became a Member State of FAO in 1964, and in 1977 FAO strengthened its presence through the establishment of a fully-fledged representation in Nairobi. In recent years, FAO’s support to the country’s national development priorities has taken the form of technical cooperation, policy support, emergency assistance and joint programmes along with other UN agencies. The main areas of work are policy development support, agricultural productivity and commercialisation, natural r esource management, resilience, knowledge sharing and capacity development across the various sectors.
