    Foot and mouth disease (FMD) is one of the most contagious transboundary animal diseases (TADs). FMD is still widespread throughout the world. It still occurs in large parts of Africa, the Middle East and Asia and the countries that are free of FMD today remains under constant threat of an incursion. The disease is well-known for its ability to severely affect and indeed disrupt regional and international trade in animals and animal products. It is also notorious for the enormous financial damage it can cause in FMD-free countries hit by an outbreak. FAO and and the World Organisation for Animal Health (OIE) developed a 15-year global control strategy in 2012 to reduce the burden of FMD in endemic countries and maintain the status of FMD-free countries.

    Foot-and-mouth Disease (FMD) remains the first transboundary animal disease (TAD) threat to European livestock production. A single introduction usually has extremely serious, and frequently catastrophic, impacts. The European Commission for the Control of Foot-and-Mouth Disease (EuFMD), under a framework of co-ordination with EC (DG-SANTE), FAO and OIE, as played a significant role in reducing the risk and ensuring better preparedness. Partly as a result of this, the EU has not had, for the first time in its history, an outbreak of FMD case for the past ten years. In this time the EuFMD has established an internationally respected capacity for efficient delivery of training and in-country support to FMD Progressive Control Programmes, and most recently, in modelling of FMD control measures to guide emergency planning. The HOLD-FAST strategy continues the focus upon FMD risk reduction but extends the scope of the preparedness and risk reduction activities to similar TADs which pose an immediate threat to the Member Nations (hereafter FAST is used for FMD and similar TADs).

    The European Commission for the Control of Foot-and-Mouth Disease (EuFMD) developed the Digital Transformation Strategy report to present the main operational and strategic choices related to the introduction of digital solutions and the strengthening of an organizational structure able to allow the development of a culture of innovation based on a learning-centric approach.
