Synopsis (short abstract) The aim of this publication is to provide a comprehensive overview of the current state of agricultural financing for youth in developing and emerging countries, underlining the trends, core challenges, opportunities, innovative solutions and initiatives associated with this undertaking. The study makes use of the latest and most relevant literature on youth finance, while also relying extensively on insights and case studies that have emerged during the development of a series of FAO country-level assessments on the state of agricultural finance for youth. Building on the analysis of this data and experience, the study aims to provide a range of recommendations and lessons learned that can be leveraged by interested stakeholders to develop new modalities to promote youth access to agricultural finance, in their own specific contexts.

    This paper examines how information and communications (ICT) technologies can contribute to decent employment of youth and women in the agrifood sector. In other regions, the widespread adoption and integration of ICTs has reduced information and transaction costs, improved service delivery, created new jobs, generated new revenue streams and saved resources. The analysis explores the current status of ICT uptake and certain age and gender-specific barriers before highlighting existing efforts to leverage digital technologies to create and facilitate access to decent employment for youth and women in agrifood systems. The paper aims to identify key entry points to ensure digital technologies are better leveraged in Near East and North Africa agrifood systems to foster decent employment in a way that is gender and age responsive..

    Preparing and accessing decent work amongst rural youth in Cambodia 2019

    The case study explores which skills and training opportunities young people need in order to gain access to decent employment in rural areas. The research was undertaken in order to develop recommendations to support the Ministry of Agriculture, Forestry and Fisheries (MAFF) and FAO Cambodia in developing appropriate recommendations to support rural young people, especially those of the 15 to 17 age cohort. The study highlights the limited decent employment opportunities that currently exist along various agricultural value chains in rural Cambodia. Poverty and the structural problems of the agricultural sector are the main barriers for youth in accessing decent rural employment. A substantial enhancement of the education system, as well as the provision of appropriate training services to ensure successful schoolto-work transition is seen as necessary to tackle these challenges. A well-balanced policy mix reflecting national and local circumstances can encourage employment opportunities and create an environment that enables rural youth. Building on previous research on agriculture in Cambodia, agricultural transformation requires promotion of agribusiness enterprises, support to community-managed organizations of farmers, promotion of agropreneurs, and investments in agricultural and rural development, particularly in infrastructure, energy, water, education and health. Moreover, most youth entering agriculture are self-employed and work as smallscale farmers. Therefore, the provision of skills and training in rural areas should focus on the skills required to be self-employed.

    The Principles for Responsible Investments in Agriculture and Food Systems (CFS-RAI) adopted by the Committee on World Food Security establish that, among other social, environmental and economic issues, responsible investments should empower and engage youth. FAO has developed a rapid capacity assessment tool to support investments by and for youth in agriculture and the implementation of the CFS-RAI.
