Synopsis (short abstract) Very rapid expansion of brackishwater shrimp farming has taken place in Bangladesh since the early seventies; this is particularly attributed to the incessant demand and increasing market price of shrimp in the world market. The Third Five Year Plan (1985 90) has accorded high priority to brackishwater aquaculture in view of its vast potential for shrimp and fish production and rural employment. By the beginning of 1986, brackishwater aquafarming covered an estimated area of 115,000 ha. This a ccounted for a 121 percent increase over the 1982 figure (52,000 ha). Currently, over 78 percent (by area) of the shrimp farms is located in the Satkhira, Khulna and Bagerhat districts; the rest of the farms are in the Cox's Bazar area. Brackishwater aquaculture alternating and/or simultaneous with transplanted Aman paddy cultivation is the general practice in the southwestern part of the country. In some parts in Cox's Bazar region aquaculture is rotated with salt production.

    This is a weighty report of formidable bulk and understandably so. Rarely has a Workshop in Bangladesh or anywhere else been so comprehensive in mandate or assembled such an array of fisheries expertise. Why was the workshop held? Quite simply, to give effect to Bangladesh's vision of fisheries development and management, set forth in its Perspective Development Plan for 1995-2010. That plan seeks to increase production of fish, manage and conserve fisheries resources for present and futur e generations, encourage private enterprise, increase overall economic growth, and generate employment and incomes, particularly for the rural poor and unemployed youth. These are comprehensive goals, and call for clear guidelines and strategies to address the problems and concerns of fisheries. The National Workshop on Fisheries Resources Development and Management, in Bangladesh, held 29 October-1 November, 1995, in Dhaka, sought to evolve such guidelines and strategies. The Worksh op's recommendations are wide-ranging. They relate to the management of inland fisheries, brackishwater and marine fisheries resources; the management needs of freshwater, marine and brackishwater aquaculture; integrated management of land and water; financing of all these sectors; the legal framework for fishing community development and management; the marketing of fish and fish products. In sum, the Workshop (sponsored jointly by the FAO through BOBP, and the ODA) left nothing uncovered or untouched. The report of this Workshop should therefore be a valuable document - for research and reference, and for the needs of everyone who is concerned with fisheries development and management in Bangladesh.

    The present report comprises Phase 1 of the design development of the Brackishwater Aquaculture Research Station (BARS) of FRI. The report describes in short the status and potential of brackishwater aquaculture in Bangladesh and the role research can play in its further development. Operational objectives for BARS are identified, with their relative priorities. Site and design criteria are listed, based on: infrastructural needs of the research programmes envisaged; physical and chemical requirements for construction and water management; expected staff requirements. General characteristics of the Khulna/Satkhira area are described and projected on the site criteria mentioned above. The preliminary selected site at Tengramari is analyzed for its suitability for BARS. Although there are shortcomings with respect to general land level and freshwater supply, the site can in principle be considered suitable. A preliminary lay-out of facilities is presented and design recomme ndations are provided. A list is drawn up of general and specific actions that have to be undertaken before Phase 2 of the design development can proceed. In Phase 2 the design work will be finalized, needed specifications will be prepared, and bills of quantities and tender documents will be drafted.
