    Enhancing public-private sector collaboration: A case of the Uganda Timber Growers Association affiliated tree growers and public actors building a sustainable commercial forestry industry

    Uganda’s forests are a treasured natural asset contributing 8.7% to the national economy (NEMA 2011). However, Uganda has been losing its forest cover alarmingly, from 24% in 1990 to 9% in 2015. In Uganda, Forestry is coordinated by the Ministry of Water and Environment through the Forest Sector Support Department. Government through the National Forestry Authority has provided land in degraded Central Forest Reserves (CFRs) to private investors under license. Nearly 70% of planted forests are in CFRs. Additionally; Government initiatives like the Sawlog Production Grant Scheme project is providing financial and technical support based on a set of national Forestry standards. Finally, Government has created a conducive environment for the commercial forest sector to grow at an unprecedented rate of 7000 ha per year. Since 2004, the private sector in Uganda has been exemplary, on building a private sector-led commercial forestry industry. Most of the investors (99.8%) are small to medium scale (1000 ha and below). The private sector is coordinated by the Uganda Timber Growers Association (UTGA), the umbrella body of tree growers that does advocacy, networking, information sharing, collective procurement, marketing and extension. The private sector is growing over 85% (over 80,000 ha) of Uganda’s forest resource. UTGA has promoted the certification of plantations and chain of custody with area up to 42,000 ha, the largest in East Africa and two organizations certified in chain of custody. Plans are underway for the establishment of an apex body for carpenters, timber traders and wood processors. The strong collaboration between Government and private sector actors has yielded remarkable results for Uganda’s forestry. The public private partnerships have provided solutions to challenges of illegality, poor governance, forest degradation and deforestation by providing a platform for individuals, companies and communities to grow trees while protecting gazetted forest land.     Development of criteria and indicators for sustainable mangrove forest management: Experiences in three mangrove ecosystems in the Philippines

    The Philippines’ coastline measuring about 36,000 km is home to mangroves which play an important role in fisheries, forestry, and wildlife production. The Food and Agriculture Organization of the United Nations Environment Program defines mangroves as forest that occurs on tidal flats bordering coastal areas and along the mouths of rivers where water is brackish. Through the years, the area of mangrove forests has dwindled due to deforestation and other anthropogenic activities. Thus, the need for their rehabilitation and sustainable management is a very important concern. Recognizing this, the Socio-economic Team of the ASEAN-Korea Environmental Cooperation Project from the Philippines conducted research on the development of a set of Criteria and Indicators (C & I) for sustainable mangrove forest resources management. The C & I for mangroves were adapted from the C & I for Sustainable Forest Resources Management of the Philippines’ Forest Management Bureau. The research involved an assessment of the C & I for their applicability and adaptability to mangrove forests. The C & I covered the following criteria: 1) Enabling conditions for sustainable mangrove forest management, 2) Extent and condition of mangrove forests, 3) Mangrove ecosystem health, 4) Forest production, 5) Biological diversity, 6) Coastal resources protection, and 7) Economic, social, and cultural aspects. These criteria covered 35 indicators. The proposed C & I were field validated through focus group discussion (FGD) with selected members of the people’s organizations in the local communities and key informant interview (KII) with the Department of Environment and Natural Resources personnel. The study was conducted in Padre Burgos, Quezon; Puerto Princesa City, Palawan; and Getafe, Bohol. The results revealed that the FGD and KII respondents perceived the applicability and importance of the C & I in maintaining the sustainability of the mangrove resources in these areas.     Social perception and importance of the Taal Volcano protected landscape to Tagaytay City tourists and residents

    The study assessed the knowledge, attitudes, and perceptions of residents and tourists on the importance of Taal Volcano Protected Landscape (TVPL) in Tagaytay City, Cavite province. A survey was conducted among selected residents and tourists of Tagaytay City. Results of the study showed that tourists, unlike residents, have significantly higher knowledge and awareness levels, and have positive attitudes and perceptions regarding the importance of natural resources, conservation of TVPL, management of the PA, and the coexistence of tourism and conservation of natural resources. These positive perceptions strongly influence favorable attitudes towards conservation and the environmental protection and in turn generate good conservation values. On the other hand, majority of the residents have neutral to negative perceptions of TVPL and its impact and importance to Tagaytay City. A number of local residents, in contrast, also have a good level of knowledge, awareness, and positive perception on TVPL. However, this does not transcend to all sectors of the city. In order to guarantee sustainable use of natural resources and successful conservation of the protected area, knowledge, perceptions, and attitudes of the public must be examined and considered in the development of policies and protected area management schemes.
