    On the occasion of the Fourth Session of the CECAF Sub-Committee for the Management of Fishery Resources Within the Limits of National Jurisdiction held in Dakar, Senegal from 8 to 11 June 1982, some concern was expressed regarding the actual effectiveness of this Subsidiary Body of the Committee. The problem arose directly from an observation that the updating of assessments - and thus the improvement of knowledge regarding the state of resources - was insufficient for the vast majority of the stocks being exploited in the region (Section 33 of the Report). At the Eighth Session of the Committee, Lomé, September 1982, the Chairman of the Management Sub-Committee emphasized this aspect of the Report. He requested that the Committee study this problem and consider the true role that this Sub-Committee should play in the present context of West Africa and the new Law of the Sea, especially in the light of the new responsibilities which the latter implied for coastal countries. As time was limited and other important problems had to be discussed, the Committee did not elaborate in detail and limited itself to recommending that the Sub-Committee should place on its Agenda the question of the effective regulation of fishing effort (including quotas and total allowable catches - TAC). In this way it indicated its desire to see the Sub-Committee play a more important role than in the past without, however, investigating the practical problems posed by the slow development of natio nal research structures.

    An overview of the state of fishery development planning in the CECAF region 1976

    In comparison with other parts of the world, the CECAF Region has a relatively small population of 145 million spread over a vast land area at the low density of 18 persons per square kilometre. However the area and population of each country vary greatly and, for example, the population of Nigeria dominates the region with over 40 percent of the total. There are also wide disparities among the countries in respect to the structure of their economies, the degree of industrialisation achieved, an d the abundance of natural resources. Despite these differences, the countries, with few exceptions, are characterised by low per caput incomes, low personal consumption, low levels of education and health, and low standards of living in general. About two million tons of the present approximate total CECAF catch of 3.5 millions are caught by foreign-based vessels and never landed at coastal ports prior to shipment to other markets. Over half of the catch of foreign-based vessels is taken by v essels of the Soviet Union. The most abundant fish resources of the Region are concentrated off a relatively lowly populated coastline stretching from southern Morocco to Sierra Leone, and the principal species caught are sardinella and horse mackerel. Around the coast there are some localised stocks of high value species, such as shrimp and cephalopods, which, although caught in small quantities, form the basis of important locally - based fishing operations. Brackish water fisheries, togethe r with aquaculture, account for only a small percentage of total landings. It is not expected that the total catch of the Region will rise as sharply in the future as in the recent past because many important stocks have now reached their upper limit of exploitation. In order to maintain high fish catches, there is an urgent need to improve the collection of biological data to aid stock assessment and resource management.

    A Workshop to plan the 1999 R/V DR. FRIDTJOF NANSEN surveys in the northern CECAF area and the standardization of acoustic surveys in the region was held in Casablanca, Morocco from 18 to 22 October 1999. This Workshop was a follow-up to the Workshop "A review of the surveys off Northwest Africa in the 1990s" held in Bergen in 1998 (FAO, 1998). The countries represented were the Gambia, Mauritania, Morocco and Senegal as well as Norway, Russia and FAO. The purpose of the Workshop was to plan the 1999 acoustic survey with the R/V DR. FRIDTJOF NANSEN off Northwest Africa in November-December 1999 and to discuss the standardization of acoustic surveys in the Northern CECAF area as well as following-up on other recommendations from the meeting in Bergen in 1998. The Workshop stressed the usefulness of the results from the DR. FRIDTJOF NANSEN surveys and strongly recommended that the surveys be continued. The Workshop considered that the use of the results for stock assessment could st ill be increased at a regional level and therefore recommended to establish a Working Group on assessment of small pelagic resources in the same region as covered by the DR. FRIDTJOF NANSEN surveys. The Working Group on Guidelines provided a first draft of the Guidelines for acoustic surveys in Northwest Africa. It was recommended that the Working Group should meet again before the next acoustic survey in the year 2000.
