Synopsis (short abstract) This report summarizes findings on the sustainability of development and management actions in the Gunjur and Tanji Community Fisheries Centres (CFC) in The Gambia. The study was undertaken in March 1994 by a multidisciplinary team, but preliminary work started one year earlier. The principles of Participatory Rapid Appraisal (PRA) and an assortment of tools drawn from PRA were applied in the study to collect information on a number of parameters involved in the sustainable management and develo pment of artisanal fisheries, the evolution of the CFC's and activities undertaken at the centres. Gunjur and Tanji are two of the seven major coastal artisanal fishing communities in the Gambia. Over the past 15 years, these sites have undergone profound changes through the aegis of the Artisanal Fisheries Development Project (AFDP) with support from the EU. In 1979 when AFDP was being contemplated it was envisaged that economic growth through the promotion of the private sector, the reduc tion of poverty and the tackling of environmental problems would be key elements in the development initiatives at the various fisheries centres to be established. A number of facilities were therefore provided within the framework of CFC with the clear understanding that these facilities and the CFCs would eventually be operated by the private sector. Initially, management responsibilities of the centres were assumed by the Department of Fisheries.

    The pilot project for “Improved livelihoods in post harvest fisheries” is the third of SFLP’s three pilot projects, PP3. A planning workshop held in Cotonou in 2002 established the project framework and made recommendations for the design of the project. The design team of the project made field visits to the four participating countries (Cameroon, Chad, Gambia and Senegal) and met with the SFLP Coordination Unit (Rome) and it’s Regional Support Unit (Cotonou) during the course of 2003 . National design teams with the facilitation of the international design team identified national and regional activities consistent with the goal, purpose and outputs agreed to at the Cotonou workshop. A project memorandum, including logical framework, work-plan, calendar and proposed budget, was drafted during the country visits. The Programme Steering Committee approved the project in July 2003 and the Memorandum of Understanding signed between FAO and the respective authorities for fisheries in the countries between May and June 2004 for the project to be implemented in a period of 36 months.     The Sixth Meeting of IDAF Liaison Officers which took place at the International Trypanotolerance Centre (ITC) Banjul, at the kind invitation of the Government of the Gambia from 1 - 2 February 1993, and the Workshop on Fisherfolk Organisations which followed that meeting at the same venue from 3 - 5 February 1993. are in keeping with the Programme's endeavour to continuously seek appropriate strategies to improve its guidance and assistance to fisherfolk communities; through appropriate dialogu e and consultations among actors in the artisanal fisheries sector. In addition to the impressive participation (18 of 20 Liaison Officers), Banjul offered the technicians who were present an opportunity to make a critical, objective and exhaustive analysis of the actions undertaken or planned in the different countries covered by IDAF.The importance of the Banjul meeting is evidenced by the fact that the participants are aware of the fragility of results obtained, which results they promis ed to preserve and reinforce. But Banjul will be remembered in that it is an example of the Team Spirit which must prevail between different actors or participants in the Programme for the welfare of fisherfolks. Liaison Officers are conscious of the need for them to fully play their role of close collaborators of the Programme, animators of group action and actors in the permanent exchange of view points between the different interest groups in the Programme. In keeping with the participator y approach which the Programme promotes, participants designated three representatives (Liaison Officers) to the Working Group charged with elaborating the project document for a possible IDAF phase III.
