Synopsis (short abstract) With financial assistance from Denmark and Norway, and in collaboration with the Peoples Republic of Benin, the Fisheries Department of FAO is implementing in West Africa a programme of small scale fisheries development, commonly called the IDAF Project, based upon an integrated approach, involving production,processing and marketing of fish,and related activities.This report is a working paper and the conclusions and recommendations are those considered appropriate at the time of preparation.Th e working papers have not necessarily been cleared for publication by the government(s)concerned nor by FAO. They may be modified in the light of further knowledge gained at subsequent stages of the Project and issued later in other series.The designations employed and the presentation of material do not imply the expression of any opinion on the part of FAO or a financing agency concerning the legaL status of any country or territory, city or area, or concerning the determination of its frontie rs or boundaries.

    Following the endorsement of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) by the FAO Committee on Fisheries (COFI) in June 2014 and in line with paragraph 13.6 of the document itself, promoting the development regional plans of action for their implementation, a regional workshop was held in Eastern Africa to discuss implementation of the SSF Guidelines. The East Africa Consultation Workshop on im proving small-scale fisheries in the context of food security and poverty eradication was held in Addis Ababa, Ethiopia, on 15-18 September 2015. It was hosted by the FAO Sub-Regional Office for Eastern Africa. The workshop was attended by a total of 38 participants from Burundi, Djibouti, Ethiopia Kenya, Rwanda, Somalia, South Sudan, Tanzania and Uganda, including representatives of governments, regional organisations, Regional Fishery Bodies (RFBs), Civil Society Organization (CSOs), NGOs, res earch institutions, academia, other relevant other non-state actors as well as FAO staff and resource persons. The workshop noted that small-scale fisheries employ the bulk of fishers and fish workers in the region and contribute substantially to food security and livelihoods through their role in providing nutritious food and generating local and national incomes. Inland fisheries are particularly important in many countries of the region. There are many aquatic resources, including freshwater and marine resources, that are shared by two or several countries and the regional aspects of small-scale fisheries are hence important. The overall objective of the workshop was to facilitate the understanding of the principles of the SSF Guidelines and their application in order to support sustainable small-scale fisheries and Blue Growth. During the three and a half days, participants examined the current status of small-scale fisheries in the region and shared experiences through country and topical presentations, and discussed priorities and actions for implementing the SSF Guidelines at regional and national levels.

    Food security is a major problem in Africa and especially in West Africa, where many countries have made agriculture an economic priority In order to find a community based solution to the issue, the Economic Community of West African States ( has developed and adopted its own common agricultural policy ( Despite this, given the effects of climate change over the last few years, irrigation has become the key factor in food security In this context, as part of the cooperation framework with FAO, ECOWAS requested the drafting of a regional strategy and policy document for the development of small scale irrigation in West Africa The decision made to support irrigation is linked to the fact that the Regional Agricultural Investment Programme ( has incorporated specific action to “strengthen irrigation”, with no concrete measures implemented to date In addition, the recommendations made in the Malabo Declaration 2014 at the Conference of the Parties (COP 21 on climate change and in the new guidelines of the ECOWAP II (for 2015 have all focused on intensive and sustainable agriculture, among other aspects This is because irrigation in the ECOWAS area is one of the main tools used in the sustainable intensification of agriculture.
