    The livelihoods of many, particularly the rural poor, are based on secure and equitable access to and control over land, fisheries and forests. Governance of tenure is a crucial element in determining if and how people, communities and others are able to acquire rights to use and control land and other natural resources. Compliance with the principles and good practices set out in the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) will help to promote sustainable social and economic development that can help eradicate poverty and food insecurity. In line with this approach, the Government of Germany-funded project, which was part of a wider FAO multidonor-funded umbrella programme to support the implementation of the VGGT globally, supported the delivery of a series of Learning Programmes specific to the VGGT and targeted country actors engaged in different aspects of the VGGT: i) VGGT fundamentals: Implementing responsible governance of tenure; ii) Governing land for women and men; and iii) Safeguarding land tenure rights in the context of agricultural investments –FPIC.

    The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security, known as the VGGT, promote secure tenure rights and equitable access to land, fisheries and forests. Their overarching goals are to achieve food security for all, and support the progressive realization of the right to adequate food. Liberia, Mongolia and Sierra Leone are among the first countries to make significant progress in implementing the VGGT. Maintain ing government commitment and the general momentum around the VGGT is key to ensuring their internalization, and related processes in national programmes.

    Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (Nepali version) 2016
    The guidelines are the first comprehensive, global instrument on tenure and its administration to be prepared through intergovernmental negotiations. The guidelines set out principles and internationally accepted standards of responsible practices for the use and control of land, fisheries and forests. They provide guidance for improving the policy, legal and organizational frameworks that regulate tenure rights; for enhancing the transparency and administration of tenure systems; and for strengthening the capacities and operations of public bodies, private sector enterprises, civil society organizations and people concerned with tenure and its governance. The guidelines place the governance of tenure within the context of national food security, and are intended to contribute to the progressive realization of the right to adequate food, poverty eradication, environmental protection and sustainable social and economic development.
