    2005年,应各发展中地区磋商研讨会的需求,联合国粮食及农业组织着手设计一套培训方案,旨在培养一批在园艺链管理方面有所建树的培训人员。获得英联邦秘书处的资助后,联合国粮食及农业组织与南非比勒陀利亚大学签订书面协议,研发出一套切实可行的培训方案以确保园艺产品的安全和质量以及能够有效组织园艺链以加强非洲东部和南部各中小企业的竞争力。2008年12月联合国粮农组织又与泰国国王科技大学达成协议,根据亚太地区的特殊环境量身定做一套培训手册(包括理论研究和实践操作),并通过分区域培训计划测试该地区最落后国家的培训材料。国王科技大学及各组织团体的研发经费得益于挪威与联合国粮食及农业组织计划合作协议。本培训手册的基本框架在于为亚太地区培训人员提供充分的技术介绍和参考资料,以便他们能够依据受训目标群体的需求制定恰当的培训方案。这就包括许多实践操作,巩固和提高他们对理论模块中所涉及理论知识的理解。希望这本培训手册能够促进亚太地区园艺链的管理与发展,为生产出更安全的高质量产品,为减少损失以及提高中小企业和小规模生产者的经济效益打好基础。
