This Free, Prior and Informed Consent (FPIC) Manual is designed as a tool for project practitioners of a broad range of projects and programmes of any development organization, by providing information about the right to FPIC and how it can be implemented in six steps.
In an FPIC process, the “how”, “when” and “with and by whom”, are as important as “what” is being proposed. For an FPIC process to be effective and result in consent or lack of it, the way in which the process is conducted is paramount. The time allocated for the discussions among the indigenous peoples, the cultural appropriateness of the way the information is conveyed, and the involvement of the whole community, including key groups like women, the elderly and the youth in the process, are all essential. A thorough and well carried FPIC process helps guarantee everyone’s right to self-determination, allowing them to participate in decisions that affect their lives.
This FPIC Manual will ena ble field practitioners to incorporate FPIC into project and programmes’ design and implementation, ensuring that indigenous peoples’ rights are duly respected. FPIC can be considered the “gold standard” because it allows for the highest form of participation of local stakeholders in development projects.

No results found.This study investigates the political and contentious nature of access to mountain natural resources by poor, disadvantaged and marginalized people, including women and youth, and the policy processes associated with access and development over time. This study has been commissioned by FAO to look at sustainable livelihoods approaches to access to natural resources in mountain areas. We concentrate on access by poorer and marginalized groups to policy processes whereby long-term sustainable acce ss to resources is achieved. We have concentrated on the forestry sector for a number of reasons. First, it is the most important sector as regards access to natural resources in Nepal. Second, there is more written and analysed on this sector than on virtually any other. Third, in many ways and for reasons we shall explain in the report, the forestry sector is the most significant as regards ‘access’ issues in the contemporary democratic political context in Nepal. -

No results found.This paper sets out to explore the links between livelihood diversification and access to natural resources, and it does this bearing in mind the need to make micro-macro policy links between local level rural livelihoods and national level poverty reduction efforts represented by Poverty Reduction Strategy Papers (PRSPs). The paper provides a synopsis of the livelihoods approach, summarises ideas and recent evidence concerning livelihood diversification, links diversification to natural res ource access considerations, considers policy environments pertinent to both diversification and natural resource access, and proposes policy areas that could form the basis of action oriented research initiatives in this area. The paper takes the view, supported by a considerable literature and much empirical evidence, that livelihood diversification is generally a good thing for rural poverty reduction. It helps to lessen the vulnerability of the poor to food insecurity and livelihood co llapse; it can provide the basis for building assets that permit individuals and households to construct their own exit routes out of poverty; and it can improve the quality and sustainability of natural resources that constitute key assets in rural livelihoods.

This new strategy replaces the previous strategy from 2017 to better FAO's climate action with the Strategic Framework 2022-2031, and other FAO strategies that have been developed since then. The Strategy was elaborated following an inclusive process of consultation with FAO Members, FAO staff from headquarters and decentralized offices, as well as external partners. It articulates FAO's vision for agrifood systems by 2050, around three main pillars of action: at global and regional level, at country level, and at local level. The Strategy also encourages key guiding principles for action, such as science and innovation, inclusiveness, partnerships, and access to finance.

Building climate resilience for food security and nutrition
2018New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting. Last year’s report showed that the failure to reduce world hunger is closely associated with the increase in conflict and violence in several parts of the world. In some countries, initial evidence showed climate-related events were also undermining food security and nutrition. This year’s report goes further to show that climate variability and extremes – even without conflict – are key drivers behind the recent rise in global hunger and one of the leading causes of severe food crises and their impact on people’s nutrition and health. Climate variability and exposure to more complex, frequent and intense climate extremes are threatening to erode and reverse gains in ending hunger and malnutrition. Furthermore, hunger is significantly worse in countries where agriculture systems are highly sensitive to rainfall, temperature and severe drought, and where the livelihood of a high proportion of the population depends on agriculture. The findings of this report reveal new challenges to ending hunger, food insecurity and all forms of malnutrition. There is an urgent need to accelerate and scale up actions that strengthen resilience and adaptive capacity of people and their livelihoods to climate variability and extremes. No results found.The FAOSTAT emissions database is composed of several data domains covering the categories of the IPCC Agriculture, Forestry and Other Land Use (AFOLU) sector of the national GHG inventory. Energy use in agriculture is additionally included as relevant to emissions from agriculture as an economic production sector under the ISIC A statistical classification, though recognizing that, in terms of IPCC, they are instead part of the Energy sector of the national GHG inventory. FAO emissions estimates are available over the period 1961–2018 for agriculture production processes from crop and livestock activities. Land use emissions and removals are generally available only for the period 1990–2019. This analytical brief focuses on overall trends over the period 2000–2018.
