    This is the report of the second (virtual) Meeting of the WECAFC/CITES/OSPESCA/CRFM/CFMC Working Group on Sharks Conservation and Management from 20 to 22 October 2021. The WECAFC delegates from 11 member states - The Bahamas, Barbados, Belize, Colombia, the European Union (Member Organization), Grenada, Honduras, Mexico, Nicaragua, Trinidad and Tobago and the United States of America - and nine partner organizations took part in the deliberations on the development of a Regional Plan of Action (RPOA) for the Conservation and Management of Sharks in the WECAFC Area. El presente documento es el informe de la segunda reunión (virtual) del Grupo de Trabajo COPACO/CITES/OSPESCA/CRFM/CFMC sobre la Conservación y Ordenación del Tiburón celebrada del 20 al 22 de octubre de 2021. Delegados de la COPACO de 11 Estados miembros - las Bahamas, Barbados, Belice, Colombia, los Estados Unidos de América, Granada, Honduras, México, Nicaragua, Trinidad y Tabago y la Unión Europea (organización miembro) – y de nueve organizaciones asociadas tomaron parte en las deliberaciones sobre la preparación de un Plan de Acción Regional para la Conservación y la Ordenación del Tiburón en la Zona de Competencia de la COPACO.

    The Third Regional Workshop on Caribbean Billfish Management and Conservation of the WECAFC/OSPESCA/CRFM/CFMC Working Group on Recreational Fisheries was held in Bridgetown, Barbados, from 4 to 6 April 2017. Thirty-five representatives from thirteen Caribbean countries and territories, along with various organizations and projects, attended the workshop. Information about the values represented by billfish stocks in the Caribbean was presented and discussed in pursuit of solutions to increase the value of these resources for the Caribbean states. Successful billfish capture and stock value conservation examples were presented and discussed, as were the policy, legislative and management contexts within which billfish fisheries currently takes place in the region. The latest stock assessment data were presented, which illustrated stock declines and the current level of fisheries pressure on the stocks. A third draft of the Caribbean Billfish Management and Conservation Plan was discussed, as was the draft Subregional FAD Management Plan. Business case opportunities sought through the Caribbean Billfish Project were also clarified. A draft WECAFC management recommendation was prepared by the Working Group, recognizing the concerns over billfish stock status, the current fisheries pressure on these stocks and proposing regional concerted action. Participants revised the Terms of Reference pertaining to the Working Group on Recreational Fisheries, updated the work plan and elected its convener. The workshop was carried out under the guidance and supervision of the FAO Western Central Atlantic Fishery Commission (WECAFC) with support of the Caribbean Billfish Project GCP/SLC/001/WBK. El tercer Taller sobre el Ordenamiento y la Conservación de los Picudos del Grupo de Trabajo sobre la Pesca Recreativa de la COPACO/OSPESCA/CRFM/CFMC, fue realizado en Bridgetown, Barbados, del 4-a 6 de abril de 2017. Treinta y cinco representantes de trece países del Caribe y los territorios asistieron al taller, a la par de otras organizaciones y proyectos. La información sobre los valores que representan las poblaciones de picudos en el Caribe fue presentada y discutida en búsqueda de soluciones para mejorar el valor de estos recursos en los estados del Caribe. Las capturas exitosas de picudos y el valor de varios ejemplos de conservación de las poblaciones, fueron presentados y discutidos, lo mismo que los contextos políticos y jurídicos en los que actualmente la pesca de picudos se realiza en la región. La Última información sobre datos del estado de las poblaciones fue presentada, en la que se ilustra el declive de las poblaciones y el estado actual de la presión de las pesqueras sobre las poblaciones y las propuestas para una acción. Un tercer borrador del Plan de Ordenamiento y Conservación de los Picudos fue discutido, lo mismo que el Plan Sub-regional de Ordenamiento de la pesca con DAPs. Las oportunidades de negocios a través del Proyecto Picudos del Caribe, fueron también aclaradas. Se preparó un borrador de recomendaciones sobre ordenamiento por el Grupo de Trabajo de la COPACO, reconociendo las preocupaciones sobre el estado de las poblaciones de picudos, la presión actual de las pesqueras sobre estas poblaciones y las propuestas regionales de acción concertada. Los participantes revisaron los Términos de Referencia del Grupo de Trabajo sobre la Pesca Recreativa, actualizaron el plan de trabajo y eligieron el convocante. El taller se realizó bajo la supervisión de la Comisión de Pesca para el Atlántico Centro occidental (COPACO) con el apoyo del Proyecto Picudos del Caribe GCP/SLC/001/WBK.

    The third meeting of the CFMC/OSPESCA/WECAFC/CRFM/CITES Working Group on Queen Conch was held in Panama City, Panama from 30 October to 1 November 2018. The following countries and regional partner organizations participated: Antigua and Barbuda, Bahamas, Belize, Colombia, Cuba, the Dominican Republic, France (Martinique), Guatemala, Honduras, Jamaica, Nicaragua, Panama, Saint Lucia, Saint Vincent and the Grenadines, the United States of America, the Western Central Atlantic Fishery Commission (WECAFC), the Convention on International Trade in Endangered Species of Wild Fauna and Flora. Discussions focused on strengthening contributions to national, regional and international responsibilities and commitments for the management and conservation of and trade in queen conch and related or interacting species or fisheries in the Western Central Atlantic. Participants also considered how to strengthen the livelihoods of the people depending on these resources by following the Code of Conduct for Responsible Fisheries, and in accordance with management goals agreed in the Regional Queen Conch Fisheries Management and Conservation Plan, which remains a matter of priority. La Tercera Reunión del Grupo de Trabajo de CFMC/OSPESCA/WECAFC/CRFM/CITES sobre el Caracol Rosado se realizó en Ciudad de Panamá, Panamá, del 30 de octubre al 1° de noviembre de 2018. En la reunión estuvieron presentes los siguientes países y organizaciones aliadas: Antigua y Barbuda, Bahamas, Belice, Colombia, Cuba, la Republica Dominicana, Francia (Martinica), Guatemala, Honduras, Jamaica, Nicaragua, Panamá, Santa Lucia, San Vicente y las Granadinas, los Estados Unidos de América, la Comisión de Pesca para el Atlántico Centro Occidental (COPACO), la Convención sobre el Comercio Internacional de Especies Amenazadas de Fauna y Flora Silvestres. Las discusiones se enfocaron en el fortalecimiento de las contribuciones a las responsabilidades y compromisos nacionales, regionales e internacionales para el ordenamiento, conservación y el comercio del caracol rosado y las especies relacionadas, o que interactúan, o las pesquerías en el Atlántico Centro Occidental. Los participantes también consideraron la manera de fortalecer los modos de subsistencia de la población que depende de estos recursos mediante el cumplimiento del Código de Conducta para la Pesca Responsable, y, en concordancia con las metas de manejo acordadas en el Plan Regional de Ordenamiento Pesquero y Conservación del Caracol Rosado, que permanece como cuestión de prioridad.

    The thirtieth session of the Committee on Fisheries (COFI) was held in Rome, Italy, from 9 to 13 July 2012. The Committee reviewed the issues of an international character and the FAO programme in fisheries and aquaculture, and their implementation. The Committee, while stressing the high value of the State of World Fisheries and Aquaculture as a flagship publication, recommended that FAO should provide more support to countries in data collection and quality control, as well as consider a si mpler classification of stock status. The Committee expressed strong support for the standards and norms of the Code of Conduct for Responsible Fisheries and its related instruments and agreed on further effort to facilitate their accessibility and more effective implementation. The Committee agreed on the development of best practice guidelines for traceability. The Committee reiterated its support to FAO’s collaboration with the Convention on International Trade in Endangered Species of Wild Fauna and Flora and the World Trade Organization. The Committee reiterated the request for additional assistance for aquaculture development in Africa and Small Island Developing States. The Committee requested FAO to develop a conformity assessment framework for aquaculture certification guidelines as well as a draft strategy paper including a long-term strategic plan for the Sub-Committee on Aquaculture and emphasized the specific needs for future work. The Committee urged FAO to reinforce it s emphasis on fish as food, ensure that these aspects were not lost in the global and regional frameworks for ocean conservation and management, and assert its leading role in fisheries and aquaculture in ocean governance. The Committee requested FAO to address the issue of hydrocarbon deposits in the oceans and assess possible threats arising from their development. The Committee called for continuous consultation with all stakeholders in the development of the International Guidelines for Secu ring Sustainable Small-Scale Fisheries and agreed on the need to develop implementation strategies for the Guidelines. The Committee agreed that illegal, unreported and unregulated fishing continues to be a persistent and pressing problem adversely impacting on sustainable fisheries and food security. The Committee endorsed the terms of reference for the Ad hoc Working Group for the 2009 FAO Agreement on Port State Measures. The Committee requested to convene the second resumed session of the te chnical consultation on the draft Criteria for Flag State Performance. The Committee reiterated its support for the Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels. The Committee agreed that FAO should focus on challenges relevant to its core mandate and must join efforts with partners in better coordination and urged FAO to ensure that fisheries and aquaculture priorities were reflected under the Strategic Objectives. The Committee adopted the revised Rules o f Procedure and endorsed the related changes in current practice. The Committee also approved the Multiyear Programme of Work (MYPOW) 2012–2015.

    This report assesses the impacts of the COVID-19 on the agrifood sector and rural areas in Türkiye. Taking a panoramic picture of the agrifood sector in the country during the COVID-19 period, the study portrays how the pandemic impact on agrifood chains, smallholders and rural economies in Türkiye. The report titled “COVID-19 Rapid Impact Assessment on Agri-Food Sector and Rural Areas in Türkiye” is an outcome of a joint study by the International Fund for Agricultural Development (IFAD), the United Nations Development Programme (UNDP), the Food and Agriculture Organization of the United Nations (FAO), and the Ministry of Agriculture and Forestry of Türkiye. Besides assessments on how the pandemic has affected agrifood sector, the report presents policy recommendations for sector preparedness and response, and agricultural and rural resilience. Moreover, the report sheds light on the connection between its suggestions and the Sustainable Development Goals. Authors of this study aims to contribute to the COVID-19 Socio-Economic Impact and Response Task Team (SEIRTT) in United Nations Türkiye, co-led by United Nations Development Programme (UNDP) and the Resident Coordinator’s Office. In thematic terms, the report supports efforts to analyse socio-economic dimensions of the COVID-19 in Türkiye. Moreover, the report sets the basis for further institutional engagement with Government and other relevant partners and stakeholders in the short to medium term with respect to agriculture and food sectors.
