Synopsis (short abstract) The sardinella stocks in the area from Congo to the southern border of Angola have for many years supported fisheries of substantial importance for some of the countries in the region, with total landings varying between about 50 000 and 150 000 t annually in the period 1961-1975. Various meetings of the CECAF Working Party on Resource Evaluation reviewed fisheries data and biological data on the sardinella stocks in Congolese waters (FAO 1973, 1975, 1976). They noted that these sardinella bel ong to stocks distributed from southern Gabon to southern Angola, and felt that the exploitation of these stocks could be substantially intensified. A first attempt at evaluating the stocks in the whole area was made at the meeting of the ICSEAF Working Group on Pelagic Species, held in Malaga, Spain, 6-9 December 1976 (ICSEAF 1976a). The data available at that meeting did not allow a proper stock assessment to be made, but it was believed that the productivity of the stocks would allow substant ially higher catches. Recently, Boely and Fréon (1979) included a discussion on these resources in their review of the coastal pelagic stocks along the Atlantic coasts of Africa. It was the task of the present Ad hoc working group to review and summarize the available information on the sardinella resources, and to evaluate as far as possible the magnitude of the stocks, their distribution and migrations, and the state of their exploitation.

    Depuis de nombreuses années les stocks de sardinelles de la zone qui s'étend du Congo au sud de l'Angola font l'objet d'une pêche importante de la part de certains pays de la région; dans l'ensemble, de quelque 50 000 a 150 000 t par an ont été débarquées de 1961 a 1975. Le Groupe de travail du COPACE sur l'évaluation des ressources a examiné au cours de diverses réunions les données halieutiques et biologiques relatives aux stocks de sardinelles qui peuplent les eaux congolaises (FAO, 1973, 1 975, 1976). Le Groupe a noté que ces sardinelles appartiennent a des stocks répartis dans une zone s'étendant du sud du Gabon au sud de l'Angola et a estimé qu'il était possible d'intensifier de manière sensible l'exploitation de ces stocks. Une première tentative d'évaluation des stocks de sardinelles dans l'ensemble de la région a été faite lors de la réunion que le Groupe de travail de la CIPASE sur les espèces pélagiques a tenue a Malaga (Espagne), du 6 au 9 décembre 1976 (CIPASE, 1976a). Le s données disponibles a cette réunion n'ont pas permis de procéder a une évaluation correcte des stocks, mais les participants ont estimé qu'étant donné la productivité des stocks en question il serait possible d'augmenter sensiblement le volume des captures. Récemment, Boely et Fréon (1979) ont examiné ces ressources dans le cadre de leur étude sur les stocks pélagiques des eaux côtières du littoral atlantique de l'Afrique.

    The document includes the national reports by Angola, Congo and Gabon on their small pelagic resources and the fisheries utilizing them. At the workshop, a total of seven working groups were formed to look at the following topics: • methods and results of the hydroacoustic surveys used to estimate the biomasses of small pelagic resources in the three countries; • migration and distribution of Sardinella maderensis; • development of an age-structured model of the Trachurus trecae stoc k; • assessments of Sardinella spp. and Trachurus trecae stocks using surplus production approaches; • surplus production models and the environment (applications of CLIMPROD); • estimation of the growth rate of Trachurus trecae; and • Ethmalosa fimbriata. The reports from each of these working groups are presented in this document. In addition, the final conclusions and recommendations arising from the discussions and analyses undertaken at the workshop are presented here.

    The ad hoc Working Group on the evaluation of shrimp resources in the southern division of the CECAF region met at the Centre de recherches océanographiques, Abidjan, under the chairmanship of Dr S. Garcia of the Centre de recherches océanographiques de Dakar-Thiaroye. This meeting was organized by the CECAF Project in order to assess the state of exploitation of shrimp stocks in the Ivory Coast-Congo sector and to recommend management measures. In view of the management meetings proposed during the 5th Session of CECAF in Lomé in March 1977 (Resolution CECAF/V/2, CECAF, 1977 b), the Group particularly examined the stocks of shrimps off Nigeria and Cameroon. The CECAF Project would like to express its gratitude to His Excellency the Minister of Scientific Research of the Republic of Ivory Coast and Mr H. Rotschi, Director of the Centre de recherches océanographiques, Abidjan, for their cooperation in making it possible for the Working Group to meet in Ivory Coast.
