Synopsis (short abstract) The case study highlights how a roadmap of actions and their targeted implementation can assist Madagascar in coping with the main challenges of addressing the United Nations Framework Convention on Climate Change (UNFCCC) reporting requirements. It describes the starting point for the roadmap of actions and explains how the approach chosen, the tools used, and sustained effort made it possible to overcome the country’s challenges. It also highlights the importance of developing sustainable in-house capacity for continuous future improvement.

    The Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) has adopted a forestry greenhouse gas (GHG) emission mitigation mechanism known as “REDD+”, which will provide positive incentives to developing countries to voluntarily reduce their rates of deforestation and forest degradation and increase their forest carbon stocks, as part of a post 2020 global climate change agreement reached at COP 21 in Paris in 2015 (the “Paris Agreement”). The objective of the project was to support Thailand, in particular the Department of National Parks, Wildlife and Plant Conservation, in establishing a Forest Reference Emission Level (FRL) for REDD+, as well as a Measurement, Monitoring and Reporting (MMR) component of the National Forest Monitoring System (NFMS).

    Aiming to strengthen the global response to the threat of climate change, in 2015 Parties adopted the Paris Agreement, and through it established an enhanced transparency framework (ETF). Countries are now actively engaged in establishing the necessary arrangements to implement the ETF. A series of rules known as modalities, procedures and guidelines (MPGs, Dec. 18/CMA.1) were established to operationalize the ETF. A GHG inventory (GHGI) is a collection of estimates of GHG emissions and removals that are key for understanding countries' contribution to climate change and are fundamental for the tracking of Nationally Determined Contribution (NDC) implementation and progress. To ensure that countries can report on the GHG emissions and removals every two years, it is fundamental to set up adequate institutional arrangements and define a well structured archiving system. In addition, the MPGs indicates that each Party shall report on its archiving of all information. This is a step-by-step guidance that helps countries to define the structure for the archiving system and appropriate procedures for archiving inventory data and information, preventing the loss of information and facilitating the preparation of future GHG inventories.
